Understanding why your home went into foreclosure and making financial adjustments will go a long way toward buying another home

Enduring a foreclosure on your home is painful and disheartening. Even though the past three years have been tough for many homeowners, being in the same boat doesn’t make the situation any better. Foreclosures have many ramifications for the family, the least being a damaged credit score that could prevent future homeownership.

All is not lost. A foreclosure stays on your credit record for seven years, while a bankruptcy is 10 years. While you won’t own another home with a mortgage in the near future, you can look to the future and begin making repairs.

First, examine the cause for the foreclosure. Possibly a job loss or health issues prevented you from making mortgage payments. In these cases you can apply to Fannie Mae or Freddie Mac in three years. If the foreclosure is due to financial mismanagement, the waiting period is seven years.

Request a copy of your credit report from all of the three credit bureaus–Trans Union, Experian and Equifax–and write a detailed explanation of the foreclosure for each bureau. This is especially important if the foreclosure was the result of health issues or a job loss. It’s not going to change your score now, but in the future the facts may help you look credible to a potential lender. You can receive a free credit report by going to annualcreditreport.com.

Pay your bills on time. Credit reports look at payment history, so it is extremely important to make regular payments on your accounts, including utilities. You will demonstrate that you are now stable and have a consistent financial plan in place. That makes you more appealing to lenders.

Oddly enough, you should apply for credit. Just a little at a time, but having a car payment, a credit card or a department store revolving charge will begin the rebuilding process. Don’t go crazy though–keep you purchases low and pay them off every month.

Plan a budget and adjust your spending habits. Doing this will relieve more financial stress. Keep track of how you’ve spent money and evaluate those purchases at the end of each month. You’ll have physical proof of what you bought and can determine if that purchase was really necessary.

By being patient and practicing financial discipline for the next few years, you may indeed be able to purchase another home and start a better life.

Seed Catalogs Herald the Beginning of Spring Planting

Make a plan, choose wisely and use native plants for a low-maintenance gardening experience.

The seed catalogs begin arriving. Beautiful, verdant pictures of luscious flowers blooming merrily along in sculpted gardens, all framed by well maintained rolling lawns. Leafing through the catalogs is certainly a fine diversion to chase away the gray January clouds and a way to begin planning your spring garden.

Now, for a douse of reality. Those vibrant pictures of flowering roses, deep purple clematis, impatiens bursting in oranges, pinks and lavender¬–they live in a controlled climate carefully tended by nursery people who care for them correctly, not in our Missouri yards.

So, keep in mind that what you see in the catalogs may not exactly work here. There’s no harm in dreaming, but as you begin to plan for spring, think of the reality of your yard and how much effort you will contribute to keeping it up.

While we can’t promise a no-maintenance landscape, we do have some suggestions for a low maintenance garden.

Begin with a plan
Whether you are starting from scratch or refreshing your current garden, a plan is a must. Look at the environmental aspects of your space and designate shady areas, full sun gardens, windy areas and extremely dry or wet locations. When you’ve completed your assessment move on to choosing the appropriate plants for the right spots.

The design
As with most things simplicity, is much more elegant than an explosion of plant clutter. Each plant should serve a purpose, whether as ground cover, a backdrop or bits of color throughout a coordinated scheme. Give each plant enough room to grow, and be very generous with mulch. This nurtures plants, if you choose organic mulch, and reduces the need to water. Plants grouped into small beds are more eye-catching than a sweeping view more suited to public spaces. Small beds are also easier to maintain, which means success for you. The Missouri Extension Service has landscaping guides and plans that will be quite helpful.

Plant selection
When choosing your plants, keep in mind the Missouri summers that can be extremely oppressive in July and August. That kind of heat stresses plants and the people who care for them. Choose plant matter that can handle low watering and high heat.

The best bet for low maintenance plants are native ones. These plants live here in Missouri and have adapted well to the climate. Grownative.org, a cooperative project between the Missouri Department of Conservation and the Missouri Department of Agriculture is an excellent resource to stock your garden with natives that you can enjoy the whole growing year with a minimum of effort. The Missouri Botanical Garden also offers Plants of merit that will grow well here.

Curl up with the delicious seed catalogs as the cold winter wind blows outside. Choose wisely and decide how much work you are willing to contribute to your garden. Then you’ll have great success and an enjoyable summer.

A touch of paint adds up to a bright home, livable home for the new year

Painting can make all the difference in how potential buyers perceive you home.

As 2010 takes its last bow, it’s time for a fresh, new outlook. Pack away those holiday decorations and give your home a bright look that will lift your spirits and position your home as more marketable. There are many small projects that can be done in a weekend, but nothing makes more of an impact than painting.

It’s amazing how much a coat of paint can change the outlook of a room. Color makes a great difference, so start with a quart of your color choice just to make sure you like it, and it shows well during different times of day.

When you buy paint, consider the type of finish and how well it will hold up. The most common finishes for walls and woodwork are eggshell and satin because they are easy to clean and give a crisp finish. Eggshell has a lower gloss than satin. In some cases, these finishes will show imperfections in the walls, so good wall prep and plastering are a must before you paint.

Other choices include flat, or matte, which has no sheen and can be hard to clean. High gloss finishes aren’t used much for interiors, but they are becoming popular for a dramatic look on cabinets and very modern designs.

Usually homeowners are counseled to present their homes in neutral colors, but don’t restrict yourself to whites and creams. Done well, even a contrasting wall in a related color will be pleasing to potential buyers. For instance, if you have a wall with French doors leading to a patio, you can make that wall a focal point with a darker shade of paint. Because the focal point wall has natural lighting, a darker paint won’t minimize the size of your room.

Crown molding is a great selling point now. Show it off with a different color than your walls, but keep the ceiling light to make the room more expansive.

Since you will be painting in the wintertime and have a limited ability to open windows for ventilation, it’s important that you choose a low or zero VOC paint. This type of paint does not release volatile organic compounds (VOCs) into your home. These paints have a slight odor when applied and no odor after curing. They are just as durable as traditional paints and are less harmful to you and your environment.

Get started soon. A painting project is just what you need to brighten your home and your life.

Driving During Bad Weather

Living in the Midwest has brought us from warm weather and sunny skies, to cold winds and snow covered streets in a drastic way this year. With the weather changing so rapidly, our friends over at Marquitz Buick, Cadillac, GMC in Troy, Missouri want to provide you with some tips for driving in the snow and ice. The best tip available for driving in bad weather is to not drive at all. Although, it is understandable that not driving is the safest way to avoid accidents, it is not realistic and sometimes a trip to the grocery store is necessary.

Driving safely on icy roads

Decrease your speed, and leave plenty of room to stop. You should allow at least three times more space between your vehicle, and the one in front of you.
Brake with slight pressure, and release the brake if you detect slippage.
Drive with your headlights on.
Remove snow, and any road grime from headlights and windshield.
Ice patches can be found in several spots even with temperatures above freezing. Be careful when driving on roads that are not traveled often.

If your wheels skid

Take your foot off the gas pedal, and steer in the direction the vehicle is traveling. If the vehicle is sliding right, steer right. You may have to steer left and right a few times in order to get the vehicle completely under control.
Most vehicles come standard with Anti-Lock Brakes (ABS), and you will need to put steady pressure on the pedal to help reduce the skid.

If you get stuck

Always travel with a cell phone in order to call for help if necessary.
Do not spin your wheels as this will dig the vehicle in deeper.
Try to clear the snow in front of the tires with either a shovel, or by turning the tires from side to side.
Place kitty litter, gravel, or salt in front of your tires to help gain traction.
Attempt to rock the vehicle back and forth. Check the owner’s manual first before attempting.

Give homeowner tax credits, rebates to you and your house for the holidays

Energy efficiency is in, as well as income tax breaks next year.

As the year draws to a close and attention turns toward giving, you can give you, your family and your house the gift of energy efficiency that will last long after the holiday hubbub. Electronics are usually gift pleasers and can mean even more if you choose those that are energy efficient. As an example, over the lifetime of a home office equipped with an energy efficient computer, printer and lighting, you can save around $350. Retail and online stores routinely offer rebates on energy efficient products that will help you save money.

The deadline for the federal government’s energy tax credits is December 31, 2010, so speed is of the essence here. Those credits include qualifying heating, ventilating and air conditioning system, insulation, roofing materials, windows and doors. Credits are for 30 percent of the cost up to $1,500 for certain products.

But if you want to install a solar water heater, those tax credits extend through 2016. Closer to home, the Missouri Department of Natural Resources offers energy efficient incentives while Ameren Missouri offers renewable energy initiatives with customers and rebates and free pick-up for old refrigerators and freezers.

The federal tax credit program is a memory now, but homeowners can get help from the city of St. Charles and the Community Development Homeowner Assistance Program or check out the homeownership possibilities with the state of Missouri compiled by the Missouri Association of Realtors.

When the April 15 income tax deadline looms next year, keep in mind that you can get some tax breaks by deducting the interest on your home loan. Real estate, or property taxes, are also deductible and points are too if your real estate purchase was for your main residence. To receive these tax breaks you must file a long for and itemize your deductions.

Learning to take advantage of energy efficient deals, tax breaks and homeowner assistance will help you end the year with a bit more change in your pocket.

Winter buyers are serious. Give them a treat and don’t over decorate during the holidays.

Using some restraint in holiday decorating goes a long way to selling your home now.

Celebrating the holidays and selling your home can go hand-in-hand if you use a little restraint in the decorating department. Keep in mind that buyers who look at homes during the winter are serious; with interest rates low and a wide variety of housing to choose from you shouldn’t miss the opportunity to sell because of overwhelming decorations.

Beginning on the outside, curb appeal is even more important during the winter because of the lack of grass and trees. Making potential buyers feel welcome is a great start in the sales process. Hanging a beautiful, real wreath on the door is a good start. Use fresh greens rather artificial so visitors enter your home with the pleasing scent of pine.

If you are an outdoor lights aficionado, go ahead but keep it simple. The inflatable Santa that is your family tradition–keep it packed up for your next home, but do add lights around your door and along the walkway. Generally non-twinkling white lights are preferable because they do light the way for prospective buyers and reduce potential falls in the evening hours.

Decorating for the holiday season follows the same rules as other times…declutter, keep it simple, keep it impersonal and show off your home’s best points. Yes, you can have a Christmas tree this year and sell your home at the same time! When choosing that tree, pick a slender one rather than a bushy behemoth. And before you bring the tree in, take a few pieces of furniture out of the room. Offering a view of a cramped, cluttering room is not a holiday treat for buyers. They need to see the true strengths of your home and imagine themselves celebrating the holidays here next year.

As with the refreshing pine scent from your door wreath, tempting your buyer’s senses inside increases the chance of a sale. If you have an open house during the holidays, offer mulled cider and bake some Christmas cookies instead of using artificial, chemical imitations. Buyers know the real thing and will respond.

Inside decorations should be low-key and subtle. Unpack only a few prized, but impersonal things. Small table decorations, some holiday flowers, a few pine cones and some simple greens over the fireplace will do the trick.

Once the holiday cheer dies down, remove all your decorations directly after New Years. Buyers want to know you’ve taken care of their potential home and attending to such details shows you care about selling.

Despite having to show some restraint with your holiday decorating, just remember you can do what you want next year in your new home.

Fireplaces Draw Potential Buyers to Your Home

With a few furniture changes and a good cleaning, your fireplace will welcome buyers and make them feel at home

As the temperatures drop and our attention turns inward, having a cheery fireplace as the focal point of a room is a soothing experience. And, if you are selling your home during the winter months, the fireplace adds value and interest if staged properly.

Before you begin using your fireplace, have a certified chimney sweep clean and inspect it. You want your winter to be safe. Small cracks in the firebox and chimney coatings can cause problems if sparks land there and smolder long after you thought the fire was out.

Cleaning makes a big difference too. Removing ashes from the firebox once a week during winter months is the rule, and more often if potential buyers are viewing your house. Like the rest of the home, cleanliness in your fireplace means attention to detail and good maintenance. Scoop the ashes out into a container and dispose of them in the trash. Never use a vacuum cleaner; latent coals may still be burning.

Don’t hide your fireplace behind furniture. Show it off with a welcoming seating arrangement that begs you to sit down and enjoy a cup of hot chocolate. Switch out the worn fireplace screen and invest in a new one. To keep your fireplace the center of attention, de-clutter the mantel and surrounding area. While you enjoy seeing a mantel full of family photos, this is a distraction for the winter buyer. Simplicity is the key here and you may also enjoy admiring your fireplace’s architectural details.

Enhance your fireplace with a few decorative touches. In this case odd numbers are in. Use one, three or five objects that are in proportion to your fireplace. For instance, a painting too small or too large will detract from your fireplace’s impact.

Whether your fireplace is sleek and ultra-modern or Tuscan brick, use it to welcome potential buyers who will say, “Ahhh, this is home!”

First-time homebuyers can make the purchase rewarding with careful planning and financial honesty

A glimmer of positive movement surfaced in the real estate market this week–¬pending home sales increased for the second straight month. Low interest rates make purchasing a home very attractive now.

For first-time homebuyers, the process can be intimidating, but breaking down the steps brings the experience into perspective. Here are some hints to make your home purchase as smooth as possible.

Determine a budget–Be honest about how much you can spend. Factor in expenses not directly included in the actual purchase price, such as closing costs, inspections, repairs and mortgage insurance. Also think about long-term expenses–in addition to the mortgage payments, utilities, insurance, small and large disasters and maintenance can eat up a large chunk of your monthly income.

Just because you’ve been pre-approved for a $200,000 loan at $2,000 a month doesn’t mean it’s a good idea to spend that much. By pushing your financial limits, you could be “house rich and cash poor” or even houseless should your income be severely diminished.

Find a reliable lender–This is important and will avoid unpleasant surprises down the line. For starters, discuss your potential mortgage with a loan officer at your bank and get some basic figures. Ask your real estate agent for referrals. Loan officers who have a good working relationship with real estate agents will be fair and get the loan closed on time. (By the way, there are no referral fees; that’s illegal and a good agent would never do that.)

Be competitive and fair–In a slow moving market, some homebuyers feel that sellers are so desperate to sell their home that they will take any lowball offer just to move on. That can be very insulting to a seller, who may not wish to deal with you. Of course you want the best price possible, but the process entails mutual respect, a reasonable starting bid, and fair market value.

Choose your agent carefully–Not only should professionalism and a great sales record be a choice for an agent, but personality plays a part too. Interview several agents and, all being equal at the end, decide which agent you would best work with on a personal level.

Plotting a methodical, sensible course to home buying with your dream house as the prize at the end will make the process less stressful and more rewarding.

Selling your home during the fall season requires patience

Sprucing up your home’s exterior and curb appeal will go a long way toward welcoming a buyer

Buyers and sellers should not be deterred just because fall and early winter are considered slower for real estate sales. People do buy homes now and astute buyers know this is the time to purchase very special deals. Fall home sellers can make a favorable impression by enhancing curb appeal and making appealing to the buyer’s senses. Fall selling tips include:

Keeping your lawn in shape. Summer may be recent history, but buyers want to see your lawn’s potential. Re-seed bare spots, rake fallen leaves and replace faded summer flowers with colorful fall plantings, such as mums and pansies that have been hybridized for fall and early winter blooms.

Exterior street appearance is vital. We are a bit past the brilliant autumn foliage so your home becomes more exposed and the exterior appearance is extremely important. Cleaning gutters and downspouts shows potential buyers that you are serious about home maintenance. Chipped exterior paint and discolored siding will be more apparent; a good power washing is in order with some paint touch up. Also, make sure outdoor lighting is bright and shiny–you may be showing your home in the dark and the potential buyer should feel safe.

Pictures say it all. If your home was originally put on the market in the spring or summer, take new fall shots for your real estate agent’s website. You don’t to seem dated or indifferent to a sale.

Bring the natural light in. Buyers want a sense of openness, cleanliness and space. Wash all your windows and open the drapes for maximum exposure to the outdoors. A gloomy inside just doesn’t make the buyer feel inspired. Add a few fall decorations too, but hold back on those fake plants and leaves.

Understand the buyer’s mindset. You may encounter homebuyers who will come in with an unacceptably low bid because they think fall sellers are eager to sell. Depending on what you need, deal with these potential buyers accordingly and work to find a mutually agreeable price if that is possible.

Flexibility is the key. Selling a home this time of the year means a certain amount of flexibility. Working with your buyers will help with a sale. Be prepared to show your home at any reasonable time and hold open houses. Also consider paying closing costs and pitching in with minor repairs.

While fall isn’t the easiest time of the year to sell, with some flexibility and negotiation, both the seller and buyer can experience a positive sale.

Tax breaks are available to homeowners

Buying a home comes with some tax perks if you’re willing to file the IRS long form

April 15 may seem like a long time away, but if you’ve just bought a home, you can make tax time less stressful now. Proper tax planning now may reap deduction benefits next year. Tax breaks are available for property owners, but only if you itemize your deductions instead of filing the short form.

Tax breaks for property owners include:

Mortgage interest–For most homeowners, the biggest portion of your house payment goes to interest. All of the interest is tax-deductible. In the beginning of your loan, a much smaller part begins repaying the debt.
Real estate taxes–Also known as property taxes, this is the annual tax that most state and local governments charge on the assessed value of your real property.
Points–These are lender fees associated with getting a mortgage. Each point equals 1% of the loan principal. Points can add up to thousands of dollars, with one to three points common on most home loans. You can deduct points in the year you paid them if the loan is to purchase or build you main residence.
Moving expenses–You could deduct moving expenses if you are self-employed or an employee, if your move is related to starting work at a new job location.

You also have a new address and to make life a lot simpler before tax time, you need to notify several agencies, including the Internal Revenue Service, the U.S. Postal Service and your employer. If you’ve had a name change too, notify the Social Security Administration so that your Social Security number will match when you file your tax returns.

The IRS requires that you file Form 8822. That form is downloadable at IRS.gov or by calling 800.829.3676. If you’ve had a name change, it’s necessary to filed Form SS-5, which is an application for a new Social Security card. That form is returned to your local Social Security office.

Older Americans are willing to downsize homes and work longer to maintain lifestyle

Boomers have also redefined what are necessities instead of luxuries.

One of the most influential groups in modern history–the Baby Boomers–changed the fabric of American life and are in the forefront again, in housing and what they define as basic needs.

More than 35 million Americans are age 65 or older and the home ownership rate is 80 percent, according to the Aging In Place Initiative. Older Americans are willing to downsize their homes to maintain a certain lifestyle.

Rather than moving to warmer climates, most want to stay in the communities where they live, work and raised their children. MainStay Investments found that 47 percent of older Americans surveyed would downsize their home and work longer to maintain what they consider basic needs.

Traditionally those would be food, clothing and housing. Now, those basic needs include a far more eclectic mix. Eighty-four percent of those surveyed reported having an Internet connection is a basic need, and 66 percent felt that shopping for birthdays and special occasions is a necessity.

Pet care is considered a necessity for 51 percent of respondents while 50 percent feel that taking a vacation once a year is a need, not a luxury. The list also includes weekend getaways, professional hair care, education and dining out.

Many of these needs do make sense; because families can be spread all over the country, the web helps keep them connected with each other’s lives. Pets have become another source of emotional support when families no longer have a local connection.

But the age of excess is over and older Americans, never very good at saving, must continue to re-evaluate what is important and make adjustments for a future in an uncertain economy.

Amendment 3 to stop double taxation will appear on the November ballot

Make sure to vote “yes” to prohibit real estate transfer taxes

There’s good news for Missouri homebuyers and sellers as Amendment 3, which if approved, would prohibit double taxation on real estate, will be placed on the November 2 ballot. The initiative had been stalled when the state of Missouri challenged the number of petition signatures to get the initiative on the ballot.

Amendment 3, supported by the Vote “YES” To Stop Double Taxation Committee and the 21,000-member Missouri Association of Realtors, would prohibit real estate transfer taxes on a sold property. The advocates see transfer taxes as double taxation because Missourians already pay property taxes on real estate, often over many decades of ownership. Missouri is one of just 13 states that do not impose the transfer tax, including all of Missouri’s neighboring states.

The Missouri Association of Realtors believes the transfer tax places undue stress on low-income Missourians who typically spend a larger percentage of income on their home.

Add the mix of Missourians who have lost their jobs, had pay cuts and have been forced to sell their homes or experienced a drop in property values, and the transfer tax just isn’t good for the recovering Missouri economy.

Here’s the simple and straightforward proposal: “Shall the Missouri Constitution be amended to prevent the state, counties and other political subdivisions from imposing any new tax, including a sales tax, on the sale or transfer of homes or any other real estate?”

The state's dismissal of its appeal to the Missouri Supreme Court followed positive talks between the Vote "YES" To Stop Double Taxation Committee and the offices of Secretary of State Robin Carnahan and Attorney General Chris Koster. Together, they agreed to ask Cole County Circuit Judge Paul Wilson to modify his ruling in the committee's favor. The judge agreed to the modification, addressing the state's issues while declaring there were more than enough valid signatures of registered voters to place Amendment 3 on the ballot.

The next step is encouraging massive voter turnout on November 2 to insure Missouri sellers and buyers are not assessed yet another financial burden.

Fixed-rate mortgages are down again, opening more opportunity for buyers and sellers In the very near future, the Echo Boomers will have a positive effect

Fixed-rate mortgages (FRM) have declined again according to Freddie Mac’s Mortgage Market Survey, and there are some very motivated sellers out there who are willing to deal. This week the 30-year fixed-rate mortgage averaged 4.36 percent, a 0.7 point drop from the previous week. A year ago, this mortgage averaged 5.24 percent.

The 15-year FRM set a record low with an average of 3.86 percent. Last year at this time the 15-year mortgage averaged 4.58 percent. Home sales, both existing and new, slowed down precipitously in July following the close of the $8,000 tax credit plan. Freddie Mac Deputy chief economist Amy Crews Cutts reports that much of the recent housing slowdown was “expected due to the recently expired homebuyer tax programs.” On the plus side, Crews Cutts sees house prices stabilizing. “Nationally, house prices rose 0.9 percent seasonally adjusted during the second quarter. This after 11 consecutive quarterly declines.”

While much of the economic news isn’t as heartening as we projected, there is some room for hope for buyers and sellers. Sellers really want to sell. They are motivated, want to deal and move on. In the same scenario, lenders are eager to sell foreclosed and underwater properties. This is an opening for buyers who are patient, willing to wait and push complex contracts to a successful end.

As it is now, the crux of economic recovery depends on more employment, which will lead to a more robust housing market and increased consumer spending. Looking ahead, another massive influence in housing is the coming of age of the Echo Boomers, or the children of the baby boomers. Born between 1977 and 1997, this group is the largest demographic group in the United States and is expected to raise housing demand for the next two decades.

This group will be buying real estate, but in a much different way than their parents. Tethered to high-tech, digital devices and more impressed with their peer’s opinions rather than traditional advertising, this social networking generation will test buyers, sellers and the real estate industry to adapt to their way of doing business.

As we struggle with a slow economic recovery, it will be interesting to see how we learn to adapt to a new way of doing business in the very near future.

Welcome home. The fun is just beginning when first-time home buyers move in and personalize their new space.

Furnishing a new home can be expensive. Have enough funds to provide the basics and not experience short-term financial stress.
First-time home buyers who took advantage of the $8,000 tax credit program now have the experience of moving into home ownership with all accompanying responsibility and adventure. For many, this will be the first real place to call home; the urge to personalize the new “nest” is compelling.

Coming from apartments and their parents’ homes, new home owners may not realize the scope of furnishing a home with all the necessities to make the place livable, let alone lavish. According to the National Association of Home Builders, a typical homebuyer spends an average of $7,400 on their home, with more than half of that during the first year after purchase. The first order of business for new owners is to make sure at least that amount is available and won’t send the owner into a severe budget crunch. Here are some tips to make that house a real home.

Before moving, take stock of what you have and what has just become part of the scenery. Make a list of what has sentimental value and what is clutter. Moving clutter can cost a lot, either through professional moving companies or calling on friends to heave all those boxes.

After you’ve packed up your stuff, outfit and pack a basic toolbox. Many of projects you’ll do to personalize your space require tools. The basic minimum includes a hammer, screw drivers, pliers, wrenches, a tape measure and a staple gun. Hanging those new curtains loses a lot of appeal if you have to run to the hardware store in the middle to get tools. Be prepared first.

Personalizing and furnishing your new home is one of the most exciting activities for new home buyers. Before running out to purchase that super extra king size bed or several pieces of oversized living room furniture, take accurate measurements of all the rooms and use them to judge what fits and what doesn’t. After all, too much furniture in a room makes it feel small and claustrophobic. Be a fair judge of what would compliment the furniture you already have.

You’ll also need basic appliances to get started. A stove, refrigerator, washer and dryer should be energy efficient to reduce your utility bills. Spending a bit more right now makes more sense than purchasing a cheaper model that may become a problem and financial drain later on. If you are angling for an entertainment system and a huge flat screen television, check your budget first to make sure you can buy basic furnishings before such large ticket items.

Window coverings and linens are another way to express your personality, plus add security and privacy. Budget accordingly, since some new home owners don’t plan for the cost of outfitting a house with new drapes and curtains.

Garden tools will be a necessity to keep your curb appeal top notch. The basics include a lawn mower, garden hose, sprinkler, clippers, a shovel and rakes. For people moving from an apartment, this category of necessities will be a new experience.

Housework can be drudgery in the best of times, but for women being treated for cancer, the task can be insurmountable. Fortunately help is out there. The Cleaning For a Reason Foundation is dedicated to easing the housekeeping chores as women undergo treatment. Working with local cleaning and maid companies, the Foundation provides cleaning services once a month for four months.

Participating cleaning companies in the St. Louis area include Marvelous Maids, O’Fallon; Dee’s Cleaning Service, St. Charles; Green Angel Cleaning Service, St. Louis; Home Cleaning Centers of America, St. Louis-Midtown-South; and Go Green Clean in Webster Groves.

Founded in 2006 by Debbie Sardone, a 29-year veteran of the cleaning industry, the organization has provided more than $500,000 in free cleaning services. What a wonderful mission this group and affiliated cleaning services have taken on. Is now the right time to buy your first or next home? With interest rates low, prices at a fair level and many choices out there, the temptation is to jump into the real estate market. The question is how to decide what you can afford, what features are a must, and what would be great but not a necessity.

Affordability
Even before you make a list of what you want and where you want it, the first consideration is: can you afford it? That’s non-negotiable. Consider long-term expenses, not just the up-front incentives that can dazzle a buyer. Over extending a budget for a few glitzy perks is a disaster in the making. The standard in financial planning is to spend no more than 35% of your pretax income on the mortgage, insurance and home insurance. You’ll also want to pay at least 20 percent down on the property and get a fixed-rate loan so you know exactly what your monthly payments will be.

The list
Here’s where you will detail, on paper, the type of home you want and the location. Be realistic about the positive and negative features and consider the long-term consequences of each feature. Think ahead. Don’t just buy a home for now, but consider the future. Resale value is an important factor, style can be an issue, plus room for children (and schools) and physical needs for aging parents who may move in.

Flexibility
Consider your purchase as a long-term investment, not a short-term gain. Now you have time to choose what you absolutely cannot do without, and what features are flexible. Most buyers won’t find everything they want at a price they can pay. So, if a swimming pool is on your list but the property you like doesn’t have one, putting a pool in is a goal for the future. Ditto for cosmetic things like countertops, bathroom spas and landscaping. While you may not have these up front by choosing a home with a mortgage you can manage, you’ll have the financial flexibility in the future.

With an organized home buying plan, you can minimize a great deal of the emotional impact. By determining your buying power, your wants and needs, and having an organized search plan, your chances of a stress-free experience are much better.

HOPE real estate tax incentive still alive for potential buyers

The Missouri state program offers up to $1,750 in combined tax, energy efficient improvements for new homeowners.

The Missouri Housing Development Commission is still offering up to a $1,250 credit in real estate tax benefits for qualified buyers through the Home Ownership Purchase Enhancement (HOPE) program. Earlier this year the commission set aside $15 million to encourage home ownership, but it seems potential buyers have been slow on the uptake. Only $1.2 million has been issued, and that with the deadline drawing near.

To qualify, the home must be purchased between January 1, 2010, and August 31, 2010. The HOPE application must be received by the MHDC no later than September 30 of this year. There is also an income limit–up to $95,060 in the St. Louis metro region. First-time and repeat buyers are eligible for the program.

Homebuyers who are approved for the real estate property tax HOPE incentive may also be eligible to receive an additional amount if they bought a qualified newly constructed energy efficient home or bought an existing home and remodeled or purchased items, such as Energy Star® appliances, to make the home more energy efficient. The maximum combined total of the HOPE property tax incentive and the HOPE energy efficiency incentive is $1,750.

Pay off your credit cards on time and in full, skip the new car or the new furniture. Banks and mortgage companies want to see financial stability with no big changes.

Anxious to close on the house? Sometimes the waiting period between finding your perfect place and driving up to your new home with keys in hand can be nerve wracking. You’ll want to be seen in the best light possible, so don’t get ahead of yourself.

Most likely you’ll need a mortgage and you want to be financially stable. When you begin your search, get copies of your credit report to make sure it is clean. If you find any errors, fix them.

Making large purchases in anticipation of buying a house, like new furniture, is not a good idea. That can affect your credit rating. The same goes for taking out another loan, buying a car or funding an education. Keep your credit situation as-is for right now.

Any changes to your credit status can make a difference for mortgage approval. Pay all your credit cards before the due date to make sure they are processed on time and don’t increase your credit balance. A mortgage pre-approval doesn’t make it a done deal.

Wait on any large purchases. For instance, no new car, or a new loan, or even new furniture for your home. Keep your credit situation as-is for now. Also, don’t co-sign a loan because that will add credit liability and could very well eliminate your chances of obtaining a mortgage.

Moving large sums of money is not a good idea. Don’t jump the gun and take money from savings to checking in anticipation of closing. Last minute credit and bank checks will generate inquiries about the shift and could slow down the process.

And if you leave the money in the savings account you won’t be tempted to spend it. Funds designated for closing should be left alone in the event of unexpected house-related costs. After all is said and done, you may have a bit left over but spending that won’t affect your closing.

Keep copies of all your paperwork in one place and have it ready in case someone in the process loses a crucial document. By keeping copies, you’ll be able to provide information quickly, getting you that much closer to your new home.

The time leading up to buying a house is all about financial restraint. Right now banks and mortgage companies are taking very close looks at their clients and you want to show you are a good candidate. After the closing, celebrate!

Cooling in the summer, warming in the winter, ceiling fans sweep away energy costs

The July sizzle is in the air, a blanket of humidity has descended over the metro area and air conditioners are working overtime. One inexpensive solution to help the AC is adding ceiling fans to your home. If you choose an Energy Star fan, you’ll not only increase your comfort level but also decrease your utility bill, sometimes as much as 15 percent. Fan design has improved so much over the years that there’s a fan for any décor, from the traditional Tiffany glass and dark wood models to ultra modern one-blade fans. Prices are also reasonable in relationship to the ultimate cost savings and comfort.

Don’t think of ceiling fans as just a summertime thing–in the winter fans with reversible blades circulate the hotter air that rises to the ceiling, helping to lower your heating bills too.

Before you rush out to buy a fan, do some homework first and determine the square footage. Measure the length and width of your room and multiple the numbers. That’s the square footage. Keep in mind the style of the room, and decide if you want a light kit and remote controls.

According to the American Lighting Association, choosing a fan that fits your room size gives you the maximum efficiency. In a room up to 75 square feet, like a bathroom, a 29-36 inch fan is appropriate. Medium sized rooms up to 144 square feet can handle ceiling fans from 36-42 inches. For larger bedrooms and family rooms in the 225 square foot range, the most efficient fans are 50-54 inches. The number of blades makes some difference in airflow, but whether to choose a four, five or six-blade fan is really a matter of personal design choice.

Ceiling fans do such an efficient job of circulating air when used correctly. Paul Vrabel of ICF International, an energy solutions firm, explains how to operate fans properly. “Put them on when you are in the room–during the day and when sleeping–and turn them off when you leave. Ceiling fans cool people, not the air. Using fans wisely and turning down the AC can save a lot of money.”

Senior homebuyers want simplification, good design, and smaller homes

Americans age 55+ are looking for homes close to family, work, and with a sense of style.

What does the 55+ crowd want in a home? Smaller, more energy-efficient homes in active, vital communities near work and family are the top requirements. Those are the findings from a study by MetLife and the National Association of Home Builders (NAHB) called “Housing for the 55+ Market: Trends and Insights on Boomers and Beyond.”

The study reveals that Boomers are looking for smaller, less expensive homes. This group isn’t ready to retire anytime soon, and with the Great Recession complicating things, they are staying in their jobs as long as possible to recoup financial losses.

The lure of “age-restricted” communities is there too, but only those that fit into the active lifestyle. These people aren’t ready for the rocking chair. The study notes that “those who moved from their existing homes did so primarily for reasons relating to their families, but the design and quality of the home, as well as the design and layout were the factors most often considered.”

Dave Crowe, NAHB’s chief economist agrees. “ A strong and growing number of retirees and empty-nesters are interested in either downsizing or moving to a more user-friendly home, especially if it’s near their existing community.”

Homebuilders are beginning to recognize what boomers want and incorporate that lifestyle in home design. In addition to a smaller home, a one level floor plan is preferable with open space and tall ceilings. Wider hallways are a plus, as is minimizing unnecessary staircases. Over 55ers want small luxuries, like double sinks and a soaking Jacuzzi-style tub, plus some space for hobbies.

Boomers, 38.9 million over the age of 65, are well-traveled, sophisticated consumers who have a good sense of what they want. And for housing, they want simplification that will enhance their lifestyles.

Lower interest rates now eclipse savings on the $8,000 tax credit program

Because interest rates have gone down since April 30, homebuyers can still be ahead of the game in the long run

In looking back over the past year, did you really miss the opportunity of a lifetime by not buying a home and taking advantage of that $8,000 first-time homebuyer tax credit? The program did increase home sales and nudged people off the fence if they were considering a home purchase, but some potential buyers just weren’t ready to take the plunge.
But, with interest rates lower now and no sign from the Feds that rates will rise dramatically any time soon, the opportunity for a good buy is definitely there. In fact, this might be the best time to buy.

Here’s an exciting scenario for those of you who didn’t buy: interest rates have gone down so much since April 30, the end date for the tax credit program, that the buyer of a $350,000 home, financed with a $280,000 mortgage, would have seen quite a savings by waiting until May. With April’s average rate of 5.34 percent, a homebuyer would have locked in a 30-year fixed rate loan with a monthly payment of $1,561.82.

If that buyer waited for May to roll around, with a 30-year fixed rate loan at 4.625 percent, monthly payments would be $1,439.50. Computed on an annual basis, that’s a savings of $1,467. Over the 30 years of the loan, that’s $44,003 in savings. That’s an incredibly huge incentive to jump into the housing market and really diminishes the tax credit in the long run.

But for those of you who did take advantage of the tax credit and have found it difficult to close before the June 30 deadline, there may be help. Senators Johnny Isakson (R-GA) and Harry Reid (D-NV) have offered an amendment to a house bill that would extend the closing deadline to September 30, 2010. The proposed amendment only extends the deadline to close, not to purchase. If passed, this would help a lot of buyers to still receive the tax credit and buy a home.

Missouri native plants adapt well to sun or shade. For your sunny garden, the Missouri black-eyed Susan is a sure hit. Found in the Ozarks, this tenacious flower can handle rocky areas with well-drained soil. Another winner is the Missouri primrose, or the glade lily, which also does well in rocky areas. The lemon-yellow flowers open in the afternoon for nighttime pollination. The prairie blazing star is another sun worshipper and blooms into October to keep your garden colorful. Butterflies love these purple plums.

On the shady side, there are plenty of choices, all attracting butterflies and hummingbirds. The crested iris is an impressive ground cover in partial shade and just right for landscape borders. The columbine, with its red tubular flowers, is a popular nectar source for hummingbirds and flowers from April through July in average to moist soil. Very common but still spectacular and tough is the purple coneflower. Well into October, the purple blossoms will provide flowers for cutting bouquets.

Existing Home Sales Are Up 15% in St. Charles County and the Median Home Price Is Up Too

Affordable, reasonably priced homes are waiting for new buyers 

The St. Charles region is in real estate bounce back mode with sales of existing homes up 15 percent during the first quarter of this year as compared to the same time last year. The median home price rose to $169,000, a $2,000 increase, beating the national media price of $166,100. This increase mirrors the price increases in nearly 60 percent of U.S. cities during the first quarter with double-digit increases in 29 cities.

Joe Sahrmann, president of the St. Charles County Association of Realtors, sees the market rebounding from the challenging times of the last few years. “We haven’t seen homes this affordable in years.” he says, “The selection is wide and varied for different income levels. Mortgage rates are staying low for now, and St. Charles is nationally recognized as a great place to live.”

And, even though the homebuyer tax credits have expired, it’s still a great time to buy a home, he says. 26 percent more homes are under contract during the first quarter of this year than compared to the same period in 2009.

Some of the increase was fueled by the government’s income tax credits for first-time and returning homebuyers. About 2.2 million households participated in the tax credit program, which cost the government $16 billion, according to the Internal Revenue Service. And, sales in March surged following a three-month decline attributed in part to harsh winter weather.

What does the near future hold for real estate? The industry is an integral part of the American economy, intertwined with employment and finance. If those factors stabilize and increase, the National Association of Realtors predicts prices will increase modestly in the second half of this year.

Slow but steady wins the race, and that axiom is certainly true for the real estate market these days. As buyers become more confident in their spending patterns and realize the market value, we’ll climb back to a robust St. Charles County.

First-time homebuyer credit is extended for military personnel and some federal employees

The $8,000 first-time homebuyer tax credit program has been extended to allow military personnel to take advantage of this home ownership opportunity. The new deadline for qualified service members is April 30, 2011, with the property closed no later than June 30, 2011. The extension also includes the $6,500 tax credit for repeat buyers.

Qualified service members include members of the U.S. military uniformed services, the U.S. Foreign Service and employees of the intelligence community on official extended duty. The top income limits of $125,000 for single tax payers and $225,000 for married taxpayers remains the same, but other requirements have changed to accommodate military personnel. Military buyers will not have to repay the tax credit if geographically reassigned before the three-year residency requirement.

To qualify for the military tax credit:

An individual must have serviced on extended duty inside or outside the United States for 90 days or more and at least 50 miles from the principle residence and after December 31, 2008 through May 1, 2010.
Only one spouse must be on official extended duty to be eligible for the 2011 extension, purchase a residence and claim the tax credit.

More than 350,000 military personnel and federal employees may be affected by this extension and will be able to own a home, plus receive the income tax credit. “Congress recognized that many service members may have missed out on the home buyer tax credit due to being posted overseas,” says Bob Jones, National Association of Home Builders chairman. “It’s only fitting that our service members be given another year to take advantage of this opportunity.”

With the advent of summer, thunderstorms and lightning are sure to follow. Unstable weather in the St. Louis area has almost become commonplace this year and during the latest round of thunderstorms, lightning was suspected to start a hotel fire in O’Fallon, Illinois.

May is designated National Electrical Safety month by the National Fire Protection Association (NFPA) and gives us the opportunity to offer suggestions to keep you, your family and home safer this season. When a storm approaches… 

Unplug all appliances and electrical devices, including computers, and turn off the air conditioning. The fewer electrical connections active can mean less damage should your home be struck. And, you can avert harming your computer system.
Don’t talk on a corded phone while a storm is in process. That small electrical current running through the phone line puts you in contact with a potential strike zone.
During a storm is not the time to wash dishes, decided to take a shower or do laundry. Water is an excellent electrical conductor and again puts you and your family at risk.
Stay away from windows and doors to avoid potential flying glass.

The NFPA estimates that lightning fires in the United States caused more than $213 million in direct property damage during the past seven years, more than half of that in residential homes. Since a single lightning bolt can register 50,000 degrees Fahrenheit, the likelihood of fire is high.

Don’t underestimate the power of lightning–the National Weather Service School For Weather notes that lightning kills more people each year in the United States than tornadoes or hurricanes. Energize Missouri Appliance Program helps homeowners upgrade, lower utility bills

The new rebate incentive replaces inefficient appliances with those that use less energy and water.

With spring coming along nicely, all kinds of government programs to help both homebuyers and sellers, and the variety of green options available, here’s one more reason to increase your home’s market value and practice conservation. Beginning April 19, the Missouri Department of Natural Resources’ Division of Energy begins the Energize Missouri Appliance Program, offering consumers rebates on a selected variety of ENERGY STAR® new appliances.

To receive the rebate, consumers must buy ENERGY STAR® appliances at participating retail locations or through contractors and provide proof of recycling or haul away of the older, less energy efficient appliances. Appliances eligible for rebates include dishwashers, $75; clothes washers, $75; gas condensing water heaters, $150; Gas storage water heaters, $100; gas tankless water heaters, $100; electric pump water heaters, $150; solar water heaters, $500; gas furnaces, $125; central air conditioners, $100; and air source heat pumps, $250.

These rebates can be combined with federal energy tax credits and any manufacturers’ rebates.

Not only do the rebates help consumers reduce energy consumption and cost, but the program is designed to help create jobs for appliance manufacturers and retail stores.

The state of Missouri received $5.67 million from Recovery Act funds for program participation, which will continue as long as the state has money to support the program, or until the February 2012 expiration date.

The housing market expected to begin recovery this year

Jobs, continued low interest and a variety of housing choices encourage potential buyers

Positive signs are beginning to indicate an upturn in the real estate market. The Labor Department announced a decline in unemployment filings as layoffs ease and hiring slowly increases. Economists are encouraged that the economy is getting closer to generating job gains, which will boost the housing market as people show more confidence and buy homes. Realtors are looking for a burst of activity in late April, May and June as potential buyers don’t have to buck bad weather to see properties.

In the Midwest home sales jumped almost 10 percent, year-to-year, in February, according to the National Association of Realtors. Nationally, year-to-year sales were up 8 percent. First American CoreLogic and its LoanPerformance Home Price Index Forecast indicates a housing price decline into early spring, but that will stabilize and recover modestly for the remainder of the year.

Even though the federal government will stop purchasing mortgage-backed securities on March 31, as planned, it looks like interest rates will continue to be low, at least for the foreseeable future. Rates on 30-year mortgages have fallen to around 5.05% from 5.28% at the start of this year.

Frank Nothaft, chief economist for mortgage investor Freddie Mac, sees what he calls "a very steady, quarter to quarter growth" pattern ahead. He also expects total housing sales of existing resales and newly constructed sales to be near six million by the end of 2010 and higher in 2011.

Home maintenance from top to bottom is a spring ritual

By sticking with a seasonal maintenance routine, you’ll catch those little problems before they become big headaches.

The weather is delightful in the St. Charles area now and the urge to get outside before the sweltering July heat and humidity come is undeniable. This is also the season for your spring home maintenance checks to insure a trouble-free summer.

While you’re outside enjoying the weather, take a look at your roof, the soffits and guttering. We don’t recommend climbing on your roof–one slip of the foot could result in much more than you bargained for–but get some binoculars for a safe view. While you’re at it, check the attic and rafters for water damage. Staining will show you exactly where the leaks may be located.

Go the professional route to repair any loose shingles or major roof problems. And while your roofing specialist is there, ask them to clean the gutters and check downspouts.

We’ve had a lot of rain this spring; that moisture will show in the attic and in the basement if you have problems. Now’s the time to go down below, peer in the nooks and crannies to look for foundation cracks, pools of moisture and missing tuck pointing. Consumer Reports recommends marking the cracks with tape, then check back again in a few months to assess any damage. Most likely you can fill the cracks with epoxy, but for any major problem, call a structural engineer.

Before it’s 95 degrees outside and you have a major meltdown, make an appointment to get your air conditioner up and ready for summer. You can do your part too by changing the filters on a regular basis and removing dust from around the grills and ductwork. Not only will these tasks insure a cool summer, but also save you money on the cooling bill.

Decks are where family and friends gather for summer parties and barbeques. This outdoor living space requires regular maintenance for a safe, beautiful appearance. Check the railings and supports to make sure they are stable and secure. A guest falling off the deck is not an option. While you are inspecting, keep an eye out for wood rot and termite colonies that might lead to structural damage.

Power washing is the next step for spring deck maintenance. Be careful not to use too much force, which could damage the wood or composite decking. High volume, low pressure is the way to go. Allow a minimum of 24 hours for the deck to dry before adding the final step. Apply the stain during the cooler part of the day and let dry another 24 hours before using the deck. The final step? Invite friends and family to celebrate on your beautiful deck.

Home maintenance is an ongoing project, whether you are getting you home ready for sale or just staying put. Following a regular schedule will make your home a better place to live or sell, and make your life much easier and worry-free.

Selling Your Home this Spring Means Paying Attention to Details

Enlist a friend to help you simplify your house and eliminate dirt, odors

This spring is shaping up to be a hopeful time for homebuyers and sellers. The Federal Reserve indicates interest rates will stay low for the time being and the Commerce Department reports that new home sales in March were up 27 percent. Still, the best way to sell a home is to have it in the best condition ever and be ready for your REALTOR to show the house on short notice.

A great way to discover buyer turnoffs is to enlist a friend to tour your home as a potential buyer. The first issue you may encounter is:

DIRT–To ready a home for sale, hire a cleaning service to deep clean, including sparkling windows, carpet cleaning, washing the woodwork and give special attention to the kitchen for grease issues and the bathroom for moldy grout. Once the house is thoroughly cleaned you have an easier job of daily surface cleaning. Because your friend doesn’t live here, she can eye dirt that you wouldn’t see every day. To make cleaning easier, take “you” out of the picture.

CLUTTER–Buyers need to see themselves in your property, not you. While it may be difficult for you to depersonalize your home, those personal items detract from the spaciousness and distract buyers with eye clutter. Pack up your pictures, your souvenirs from Disneyworld and that collection of 200 ceramic dogs and let the simplicity flow. Remember, you’ll have your prized possessions back once you sell and move into your next home.

ODORS–Speaking of dogs, not everyone loves canines (or cats) as much as you do. Lingering pet scents make buyers suspicious–how much damage have the cats and dogs made that is not immediately visible. Pet odors can be removed with your initial deep cleaning project, and pet stuff, like bowls, visible bags of food, litter boxes and toys should be gone when a potential buyer tours the house. Keep your home fresh smelling with gently scented candles and refrain from cooking fish, garlic and bacon.

CURB APPEAL–The clutter rule applies here too and fresh is the word. Plant colorful annuals, trim bushes and perennials. Put away gardening tools and all those plastic kids’ riding toys. Sweep your sidewalk regularly and remove excess lawn ornaments.

When you incorporate these tips in your home selling process you’ll reduce your stress, angle for a quick sale and resume your life in a new place.

Pending home sales are up significantly, 21.8 percent in the Midwest

With mortgage rates potentially increasing, now is the right time to buy a home

Some goods news for the housing market–pending home sales rose in February by 8.2%, possibly showing another surge of sales as the deadline draws near for many government assistance programs, including the $8,000 tax credit for first-time homebuyers.

Pending home sales rose in February, potentially signaling a second surge of home sales in response to the home buyer tax credit, according to the National Association of Realtors®.
The Pending Home Sales Index (PHSI), a forward-looking indicator based on contracts signed in February, rose 8.2 percent to 97.6 from a downwardly revised 90.2 in January, and remains 17.3 percent above February 2009 when it was 83.2. The data reflects contracts and not closings, which usually occur with a lag time of one or two months. In the Midwest the index jumped 21.8 percent to 97.9 and is 18.7 percent above a year ago.

Lawrence Yun, NAR chief economist, said the improvement is another hopeful sign. “The rise in buyer contract activity may signal the early stages of a second surge of home sales this spring. Also, we’re hearing about a rise of activity in recent weeks with ongoing reports of multiple offers in more markets, so the March data could demonstrate additional improvement from buyers responding to the tax credit,” Yun said.

Here’s another interesting take on the increase in home sales. According to Jean Folger of the Wall Street Journal, the Mortgage Bankers Association (MBA) expects the rate on a 30-year fixed rate mortgage to increase to 6.1% by the end of the year. For the week ending March 19, the interest rate was 4.91%.

As an example, the monthly payment on a $180,000 30-year mortgage (excluding taxes and private mortgage insurance) at 6.1% will be a monthly payment of $1,091, with total interest paid equal to $212, 685.

The same loan at 4.91% rate will be a $956 monthly payment (saving $135 per month) with total interest equal to $164,305, which is a substantial savings of $48,380 over the course of the loan. Even the most insignificant mortgage rate changes can have a major impact on the total cost of a home.

St. Louis region ranked in top 10 best housing markets

Our area is also a “best-bang-for-the-buck” and home prices edge up.

It seems as though St. Louis has a lock on the good news department lately. Our region was selected for two Forbes.com lists and home prices are moving up. If you’re shopping for a house, St. Louis is one of the best markets, according to Forbes.com. The magazine recently released their list of Top 10 Best Housing Markets and St. Louis landed in the number eight slot. The list is based on the stability of each metro area as measured by affordability rankings and foreclosure rates as an indicator of a lack of excess inventory, making the top cities what they call the best opportunities for home shoppers. The top 10 housing markets include: Pittsburgh, PA, Louisville, KY, Houston, TX, Minneapolis, MN, Indianapolis, IN, Memphis, TN, Columbus, OH, St. Louis, Dallas/Ft. Worth, TX and Austin, TX.

In another Forbes list, St. Louis made the “Best-Bang-For-The-Buck Cities” analysis. This top 100 list is based on solid housing markets, relatively stable employment, a low cost of living and quick commutes.

Home prices are on the way up too, growing for the second straight month in January–up 0.6%, according to real estate data firm First American Core Logic’s Home Price Index. In December the year-over-year increase was 1.54 percent, the first positive number after at least nine months of declines. Nationwide, prices are still falling, down 0.7 percent in January, according to First American.

All good news as we look forward to a spring surge in home sales.

Down pyament assistance makes home ownership easier

Homebuyers can take advantage of a variety of tax credits to choose the perfect home.

An array of financial assistance for home purchase is available for qualified buyers in just about every income level. Of course there’s the $8,000 tax credit for first-time buyers and $6,500 for repeat buyers, which expire on June 30, but potential buyers can also look for help with the down payment.

Here’s a run down of what to expect:

The city of St. Charles– The HOME St. Charles Down Payment and Closing Costs Assistance Program helps low to moderate income purchasers to become homeowners. HOME St. Charles will make up to $10,000 available for qualified households to help with the down payment and closing costs. Down payment assistance for St. Louis County is $3,000 and Jefferson County $7,500.

Income levels apply and the sale price must be under $185,000. A mandatory nine-hour home buying seminar and a one-on-one counseling session to review finances and credit history is also required.

And there’s more. The Missouri Housing Development Commission is offering up to a $1,250 credit in property tax breaks for qualified buyers with an extra $500 thrown in if the house is energy efficient or if the buyer begins energy efficient steps within 60 days of closing. The MHDC offers more assistance, administering a number of housing programs, from purchasing a home with a First Place loan, assistance for veterans, buying property in a disaster area, foreclosed properties and home repair grants.

The federal government is also offering tax credits for energy efficient upgrades, up to $1,500 or 30 percent of the improvement cost, which includes windows and doors, insulation, roofs, air conditioners and furnaces. The tax credit is applied for either 2009 or 2010 taxes and expires on December 31, 2010.

With all of this assistance, plus a wide variety of properties to chose from, now is really the time to make that move!

MIssouri transfer tax on real estate tax

Say YesToSaveHomes.com and no to a transfer tax on real estate sales

Yet another tax on real estate transfers is double taxation. A petition drive to prohibit the tax would protect buyers and sellers from additional expense.

With deficit budgets and declining revenues, legislators are looking for new sources of revenue and a transfer tax on real estate sales is potentially viable. The Missouri Association of REALTORS® (MAR) is working proactively to prohibit such a tax in Missouri by sponsoring a grassroots petition drive to place a state constitutional amendment on the November ballot prohibiting such a tax.

A transfer tax is a tax levied by a governmental entity when ownership of a home, land or other real estate properties. When the tax is approved by legislators, the rate can be increased without a popular vote.

Homeowners already pay property taxes and Realtors consider a transfer tax as double taxation. The tax would also lower homeowner equity, negatively affect the buying and selling process, and target property owners and lower income residents equally.

To engage public support and encourage Missourians to sign the petition, the MAR website YesToSaveHomes.com is a convenient way to learn more about this initiative and register your support for no tax transfer fees. The group needs more 157,000 signatures from registered voters to place the amendment on the November ballot.

Here is the proposed amendment: "Shall the Missouri Constitution be amended to prevent the state, counties, and other political subdivisions from imposing any new tax, including a sales tax, on the sale or transfer of homes or any other real estate?"

Because of the wording required by the Missouri Secretary of State, a vote of “yes” is necessary to pass the amendment. When it comes to tax increases, voters are used to a “no” response, but in this case that would be a vote for transfer taxes.

The past few years have been difficult at best for Missourians and additional taxation will only have a negative impact. Thirty-seven states have a transfer tax; Missouri Realtors want to head off taxation in this state so as not to be the 38th state.

Home staging is vital for quick sell, best price

Staging increases your chances of a quick sell, reduces the time on the market, and supports your asking price.

Making your home alluring for potential buyers is a smart move in today’s real estate market. In fact, staging your home is now almost a must-do for a quick sell and the best price. The Internet has drastically changed how potential buyers initially shop for a home, and crisp, bright photos on a webpage are essential.

Home staging can take many forms, from the homeowner staging for little or no money, to hiring a professional stager to using the virtual staging technique. The two most important concepts of staging are valid for all methods–de-clutter and depersonalize.

Before doing anything, remove all clutter and personal effects, including that family photo on the mantel, the kids’ artwork on the refrigerator, the kitchen magnets and all those theme-room knick knacks. Sometimes this is a very hard thing to do because of the personal memories and comfort of living with your “stuff.”

Once you’ve done a de-cluttering and de-personalizing sweep, ask a friend or neighbor to come in a point out more things that should go. There will always be more and someone with an impersonal view can help you open up the space and show off your house to its best advantage. All your personal items will become an integral part of your new home. But right now you want a buyer to see their stuff in the house.

De-cluttering also has the added plus of helping you get organized for your move, and sorting thorough things that can be recycled, donated or thrown away. You’ll be ahead in the long run.

Next, remove excess furniture. Large, bulky pieces will make your home seem smaller and give a false perspective. Arrange your furniture in a conversational setting and let the room breathe with extra space.

If you have a fireplace, that should be the focus of your room. Remove the television; a flat-screen shouldn’t be the center of attention. If your fireplace has some black soot, it can be cleaned and even repainted.

Painting will be a big part of your home staging. Repainting an area makes it fresh and covers the scuff marks. You don’t have to stick to a neutral color—there are many softer shades of beige, light yellow, blue and green that will make an impression on potential buyers.

In the kitchen, remove ALL appliances from the countertops. This is extremely important if you have a small kitchen and need to create more countertop space. And as in the bathroom, cleaning and updating are the two most important tasks for these rooms. Kitchens and baths attract the most dirt, so showing a sparkling area will make a big difference.

A relatively new technique in home staging is virtual staging. This is used mostly with homes that are vacant and don’t show up to their potential. Virtual home stagers use computers to work with photos of the house and create a concept of the room, from changing the paint, placing furniture, lighting, and accessories.

This makes a better impression for potential buyers as viewed on the Internet, and can be less expensive than hiring a home stager and renting furniture. The trick here is to use prominent disclaimers saying that the property has been digitally enhanced to show the rooms can look with good design. Otherwise, a potential buyer who views the home online and sees a totally different looking house upon visiting will feel deceived and consider the treatment unethical.

Builder confidence increases as constructio of new homes rises in January

The federal tax credit program is a major component in the optimistic report

Builders are feeling a bit more positive and are looking toward the spring construction season to pump up sales of new single-family construction. The National Association of Home Builders reports that their market index survey results went up two points to 17, the highest level since November 2009. Regionally, the Midwest and South measured a two-point gain to 13.

NAHB chief economist David Crowe says that builders are beginning to see the results of the homebuyer tax credit combined with still low interest rates. Add the beginning of job stabilization and builders see their future with a sense of optimism.

Also on the plus side, housing construction posted an increase in January, rising to 2.8 percent with a seasonally adjusted annual rate of 591,000 units, according to the U.S. Commerce Department. That department also cites the tax credit program as a major influence for the positive uptake.

Tax credits of up to $8,000 for first-time homebuyers and $6,500 for repeat buyers will expire on June 30, 2010. To qualify the buyer must have a contract in force by April 30. Another set of tax credits is available through the stimulus program’s energy-efficient upgrades. Homeowners can receive up to a $1,500 tax credit for energy-efficient improvements, including exterior doors and windows, heating and cooling systems and insulation. That program expires on December 31, 2010.

On a statewide basis, Missouri is taking action to increase home buying with the $15 million Home Ownership Purchase Enhancement program (HOPE), which offers credits on a homebuyer’s real estate bill, up to $1,250. Energy efficiency also kicks in here; approved homebuyers may be eligible to receive an additional amount if they purchase a qualified, newly-constructed energy-efficient home; buy an existing home and remodel it; or purchase Energy-Star® appliances.

Foreclosures dip in St. Louis region; HUD relaxes rules for quick resale

HUD’s actions will help speed foreclosure sales and protect against predatory flippers.

With the housing industry still facing recovery challenges in 2010, there is some good news in the St. Louis area. Foreclosure activity from December to January declined by five percent, according to RealtyTrac. This is the second straight month that action on foreclosed property decreased here. Nationally 23 percent of homeowners owe more than their house is worth, while in our area that total is 15 percent.

Considering the continued foreclosure crisis, neighborhood stabilization and access to affordable housing is on HUD’s fast track. The agency has expanded access to FHA mortgage insurance and allow for quick resale. This change is a temporary one but will give buyers the ability to resell the home within 90 days.

HUD secretary Shaun Donovan emphasized the new policy has very strict boundaries to make certain that predatory practices such as reselling at inflated prices to unsuspecting borrowers won’t happen. “The FHA has an opportunity to fulfill its mission by helping many homebuyers find affordable housing and contribute to neighborhood stabilization,” he says.

The criteria is limited to these general factors:

All transactions must be arms-length, with no identity of interest between the buyer and seller or other parties participating in the sales transaction.
In cases in which the sales price of the property is 20 percent or more above the seller’s acquisition cost, the waiver will only apply if the lender meets specific conditions.
The waiver is limited to forward mortgages, and does not apply to the Home Equity Conversion Mortgage for purchase program.

Going green with remodeling projects increases your home’s saleability

Earth friendly flooring, wallboard, insulation and roofs can bring in more potential buyers and do some good for the earth we live on.

As the selling season comes into sight, plans should be underway to spruce up your home with some remodeling projects. Last time we talked about small projects that have the best return dollar-for-dollar, such as changing out the tile in the kitchen and bath, re-facing cabinets and installing energy efficient appliances.

Making those improvements with earth-friendly materials will take your results to a higher level. Green materials have both financial and safety advantages.

Insulation is a must and most homes are under insulated. Natural based insulation is very popular now, such as recycled newspaper or cotton fiber, including recycled denim pieces. This insulation is soft, easy to handle and is treated to be fire resistant. There is no formaldehyde or other chemicals added to the product.

Wallboard can be a mold magnet, but by using gypsum, which has a moisture-resistant core, mold is no longer a problem. And, gypsum wallboard helps to maintain healthy air inside.

Heat rises–to the roof. In addition to quality insulation on the inside, a cool metal roof on the outside can save up to 30 percent on cooling bills. The metal roof lasts twice as long a conventional roof, and is resistant to fire, wind and hail.

Going green with flooring is another important factor in home remodeling. Linoleum is an excellent choice now. Yes, linoleum, but this product is far different than the linos in the 1950s kitchens of the past. The new linoleum is made from linseed oil, rosin, wood flour cork flour and limestone, all renewable resources and by-products of other manufacturing processes. This flooring is beautiful, designer-friendly and requires no major cleaning techniques.

Kitchen, bath remodeling projects add resale value

Whether you’re moving on or staying put, minor face-lifts will freshen a home.

Here’s a true story. Our friend Dan was getting his house ready to sell. The screen in the front door had a hole for, oh, three years running. He took the screen to the hardware store, had it fixed and reinstalled it that afternoon. Looking at his new screen door, Dan wondered why he didn’t do this easy fix three years ago.

Most of us have those little, nagging projects that we’ll take care of next weekend, but the weekends fly away and all of a sudden, if you decide to sell your house, they add up. Even if you’ll stay put for a while, projects big and small will have a financial impact for eventual resale.

Kitchen and bath upgrades still have good returns, according to Remodeling magazine’s latest cost vs. value analysis. A kitchen remodel has the potential to recoup 78.3 percent on the initial remodel investment. However, this return is based on minor upgrades, not a total kitchen renovation. Upgrades include energy efficient appliances, cabinet re-facing, new countertops, resilient flooring and a quality sink and faucet. These types of changes present the kitchen as fresh and well cared for.

Bathrooms also bring a good 71 percent return. Again, it’s freshening up what you already have, not necessarily going the addition route. Buyers like jetted tubs, stylish countertops with upgraded sinks and faucets, and new tile. Even re-grouting, sealing and caulking the existing tile will go a long way to impress a potential buyer.

Some of these projects might fall under the do-it-yourself category, but hiring a contractor to do the work efficiently and according to code is a smart idea. So, where to start? Personal references are very reliable and you can see the final work. Check with the local professional homeowners and builders associations, plus the Better Business Bureau for any complaints.

When you have selected a contractor, ask for documentation that the contractor has the required licenses, insurance, lien protection and workers’ compensation. You also want to know who will do the work and if the contractor is subcontracting some of the project.

Whether you are considering selling or staying, do the projects for yourself so that you may enjoy your home’s fresh new look.

Borrowers will assume more costs as a result of FHA changes

The move is designed to generate additional income to ensure FHA solvency.

Borrowers who choose Federal Housing Authority (FHA) programs will see increased costs involved with that agency’s mortgage insurance and will have to have higher FICO scores. The move provides more financial stability for the FHA as rising defaults dipped below required reserves. Right now one in six FHA borrowers is behind on payments.

David Stevens, FHA commissioner, says “the FHA has a responsibility to be fiscally sound and to protect homeowners who trust the FHA to give them financing that will allow them to live in their homes for the long term.”

Up-front Mortgage Insurance Premiums (MIP) will be 2.25 percent, an increase from 1.75 percent. With FDA mortgage insurance, buyers can put as little as 3.5 percent down in comparison to the traditional 20 percent most lenders expect. However, to qualify for the 3.5 percent, borrowers must have a credit score of 580; prospective buyers whose credit scores are lower will have to put down 10 percent.

Another change is the amount of seller concessions from six to three percent. This change brings the FHA more in line with traditional industry standards and gives the borrower a greater stake in their home purchase.

Created by Congress in 1934 during the Great Depression and in economic times very similar to what we are experiencing today, the FHA provides mortgage insurance on loans made by FHA-approved lenders, but does not issue the loans. The agency currently insures 5.5 million mortgages.

Efficiently heated homes save money and increase potential sales

Sealing your house up tight for both winter and summer is the cost-effective way to go.
The temperature is inching up toward the 40s and every once in a while the sun shows promise. The days of subfreezing temperatures and windy blasts are over, right? Not so fast there. We humans can have remarkably short memories, and here it is just the middle of January. Instead of reminding your family that layering clothes is perfectly normal inside, let’s revisit why you should get serious about home heating efficiency.

While these tips are primarily about the heating season, they are just as applicable for the summer months too. An air leak is an air leak, whether heat is leaking or the cold air conditioning is leaking.

Stop the leaks. Finding air leaks is the first task on the road to make your home more heat efficient. Anywhere there is an opening in your house, the potential for air leaks exists. Check window frames, doorframes, attic entrances, electrical outlets and ductwork. To check for leaks, use a lit incense stick and watch for horizontal smoke. Hardware stores have a multitude of weatherproofing kits and caulking. Addressing even the most minor air leaks can result in substantial utility savings.

Ductwork systems may be wasting your energy dollars. Often overlooked, typical duct work can lose 25-45 percent of your heating or cooling energy. Look for leaky joints or holes in the duct system, disconnected ducts that have separated from each other and un-insulated or poorly insulated ducts in attics and crawlspaces.

Sealing ductwork is really a job for the professional, who can assess your problems, especially in unconditioned spaces. Minor fixes are temporary at best. Going the professional route can reduce your annual utility bills by as much as $300 and better yet, improves the overall air quality.

Total house insulation is another job for the pros. This is one of the most cost-effective ways to reduce energy loss and outside noise. Research the recommended standards for your region in R-values. The higher the R-value, the less transfer of heat through the material.

Thermostats can save big bucks. For every one degree you lower the temperature in your house over a 24-hour period, savings can go up three percent. Adjusting your thermostat down 10-15 percent for an eight-hour period each day gives you a 10 percent annual savings. Programmable thermostats will automatically turn the heat down while you are at work during the day and at night.

Ceiling fans aren’t just for summer. While we think of ceiling fans as a way to stay cool in the summer, they are also heat savers in the winter. By reversing the blades, ceiling fans re-circulate the rising warm air back down into the living area.

Plugging leaks is the single most effective way to make your home energy efficient not only for you and your family, but also for potential buyers, who are even more cost-conscious than usual.
And it shows your home is well taken care of and maintained.

With more than one million Haitians in need of shelter, donations will help tremendously. And, the “St. Louis Musicians for Haiti” concert at the Sheldon sings for Doctors Without Borders.

The devastation caused by the earthquake in Haiti is incomprehensible, but the goodness of the human spirit is alive with an outpouring of help and donations. As real estate agents, we know how vital housing is–a safe place to shelter a family. The United Nations Office for the Coordination of Humanitarian Affairs estimates that more than 200,000 families (up to one million people) are in need of immediate shelter, but these figures are yet preliminary. While the organizations that do need donations are too numerous to list, we suggest considering Habitat for Humanity to help provide housing for Haitians in the short and long term. Exterior remodeling projects under $14,000 have the best return on investment

First impressions count. Increasing your home’s curb appeal outside bring potential buyers inside.

Preparing your home for sale in 2010 means planning ahead now. The good news is selecting the best improvement projects to increase your resale value and return on investment can be some of the least expensive. The most recent findings in the 2009 Remodeling Cost vs. Value report that eight of the top 10 projects in terms of costs recouped were exterior jobs that came in under $14,000. The report is published in the January 2010 issue of REALTOR® Magazine.

The least expensive but biggest on return is a new front door, which proves once again that first impressions are vitally important. A mid-range entry door replacement can garner a 128.9 percent return on investment, based on a national survey of 80 U.S. cities, and will welcome potential buyers into your home. Other exterior projects with a high return are certain types of window and siding replacements and adding a wood deck. The least profitable projects are home office remodels and sunroom additions.

Overall, a sensible and pragmatic approach to improvements is the way to go. Ultra-expensive remodels and exotic additions just won’t make a good return and will deflect buyers who are looking for value in today’s markets.

That said, there is one exception. Increasing living space is a good bargain and the addition of an attic bedroom, which can cost up to $50,000 on a national average, could be a good move. The rate of return on that project is better than 100 percent.

Here are more ideas for low cost improvements that will increase your home’s salability.

Increasing living space gives the buyer a sense of more value. Instead of putting a lot of effort into a home office, show your buyer that the space can be a bedroom. More bedrooms increase the sale price. Open floors plans are big now. Consider removing a non-weight bearing wall to open up the space between a kitchen and family room.

Kitchen and bathroom upgrades are well worth the effort. Replacing backsplashes and tile is an economical way to refresh either room. If you want to go granite for your countertops, consider granite tile instead of slab. Using tiles can be a $300 material cost instead of $5,000.

New or replacement cabinet fronts will impress potential buyers. Install rollout trays in the kitchen for better organization and give the buyer a sense of more space. A new medicine cabinet in the bathroom, plus light fixtures, an inexpensive vanity and faucets will make your bathroom new again.

Putting thought and coordination into your remodeling plans now will reap huge rewards in the spring.

St. Charles existing home sales increase 16.3 percent in October; first time homebuyers make a huge difference

Consumers are responding to federal government stimulus programs and have an eye out for foreclosed properties for investment

First-time homebuyers have been out there in force, accounting for 47 percent of the homes purchased between July 2008 and June 2009. That group represents the largest share of first-time buyers in more than 18 years. These buyers have also helped the St. Louis region real estate market score an increase of 27 percent for October 2009 in comparison to October 2008, according to the St. Louis Post-Dispatch. St. Charles County sales increased 16.3 percent with the median home price of $168,000.

Our local market pretty much mirrors the national scene–pending home sales are up again for the eighth consecutive month, the longest streak since 2001. The National Association of Realtors keeps track of such things; the gain was 6.1 percent to 110.1 percent.

All of this activity shows that federal stimulus packages such as the $8,000 tax credit for first time buyers are working. The plan was scheduled to end on November 30 and that pumped up the October sales.

Now that the tax credit program has been extended through June 2010 and has been expanded to include repeat homes buyers with a $6,500 credit, we’ll have even more time to stabilize a recovering market.

The time to start looking for your next home is now–it could be just around the corner or in the next town over. Spend your winter months planning and investigating the housing market in your target area. Some investors and single-family purchasers are looking into buying foreclosed properties as a way to plan for the future and see their investments increase over the next decade.

A recent Move.com homeownership survey released this month shows that the number of consumers interested in investigating in real estate has doubled since March 2009. And, affordability and foreclosures are the top reasons why buyers are making home purchases.

Potential foreclosure buyers expect to pay 20 percent or less than market price for a foreclosure and 57 percent of these buyers will live in the property. Foreclosures are a very unfortunate consequence of the economy meltdown we experienced, but buyers can give new life to foreclosed homes and help enhance the neighborhood living experience.

$35 million economic development package passed at MHDC

As Chair of the Missouri Housing Development Commission, I am very excited to announce that moments ago we passed a $35 million economic development initiative. This initiative, first unveiled by Governor Jay Nixon and myself on November 24, will provide property tax relief to thousands of qualified middle- and low-income Missouri homebuyers, create and protect potentially thousands of good-paying jobs and help improve energy-efficiency in Missouri housing.

The $35 million package was approved at today's MHDC meeting, which was webcast live for the first time ever in an effort to bring increased transparency to the housing agency. The package provides:

$15 million to pay the first year of property taxes for qualified homebuyers who purchase a new or existing home after January 1, 2010. This has the opportunity to help between 9,000 and 11,000 Missouri families making less than $100,000 a year.
$15 million to finance and begin construction on affordable multi-family housing. This will create and save thousands of jobs at a time when Missouri unemployment is over 9% and allow us to continue to make quality affordable housing available to all Missourians.
$5 million in assistance to qualified homebuyers to help with down payments and closing costs. This helps potential homebuyers overcome the obstacle of coming up with enough cash for a down payment and closing costs. MHDC has been a national leader on this front.
Additional assistance to homebuyers who purchase an energy-efficient home or purchase energy-saving appliances. This is an opportunity to raise energy-efficiency standards in Missouri, making a positive impact on both the economy and the environment. It's a win-win.

This economic development package provides property tax relief to thousands of Missourians at a crucial time in our economy without spending Missouri tax dollars. This will be paid for entirely out of MHDC's reserve fund and federal recovery funds already in our possession. This comes in addition to more than $100 million in recovery funds and more than $19 million in reserves already allocated to boost Missouri's economy and put Missourians back to work.
My goal as Chair is to ensure MHDC is playing a pivotal role in Missouri's economic recovery and I believe we are doing that. The agency already offers competitive interest rates on home loans for qualified borrowers and a cash assistance loan plan for first-time homebuyers to help with down payments and closing costs. MHDC has also been a national leader in allowing Missourians to use the $8,000 federal first-time homebuyer tax credit up front for a down payment or closing costs. This program has been a success and will continue until at least April of 2010.

At a time when economic resources are scarce, it is important for you to know that I am constantly looking for new and innovative ways to get our economy moving again as well as ways to better marshal the tools and resources that are available.

One of those tools is the Missouri Linked Deposit Program, which provides low-interest loans to qualified small businesses and family farms. On November 23, I announced the largest-ever small business loan issued through the program. A small agricultural company in Marshall qualified for a $3.4 million loan, which will save the business more than $300,000 over five years compared to the cost of a regular loan. In addition, the loan will allow the company to add jobs and expand its customer base.

Thanks to changes made earlier this year to the Missouri Linked Deposit Program through my Invest in Missouri legislation, I am able to issue these kinds of loans to more small businesses with less turnaround time, allowing them to receive much-needed capital quickly.
Again, this costs Missouri taxpayers nothing. The Missouri Linked Deposit Program allows us to invest right here in Missouri to help small businesses that need it the most and who are playing a pivotal role in our economic recovery.

Property tax credit will help stimulate more home sales in 2010

A proposal before the Missouri Housing Development Commission would credit up to $1,250 in property taxes for qualified buyers.

Buying a home in Missouri in 2010 looks to include even more incentives for people to enter the housing market. The Missouri Housing Development Commission (MHDC) is considering a proposal to provide up to $1,250 in property tax breaks for qualified buyers. This, on top of the extended first-time buyer $8,000 tax credit and $6,500 for repeat buyers, sets up next year as one of economic stimulation for Missouri.

The property tax break is supported by Gov. Jay Nixon and State Treasurer Clint Zweifel, the MHDC chairperson. This $15 million proposal would be funded from the Commission’s reserve fund. An estimated 9,000-11,000 households could benefit. Show your environmentally friendly side and the commission will provide an extra $500 if the house is energy-efficient or if the buyer can begin energy efficient steps within 60 days of closing. This perk includes improvements like insulation, energy star rated appliances, efficient water heaters and windows.

Income limits do apply, ranging from $58,300 to $98,560.

The big day is Friday, December 18, when commission members vote on the proposal. Because of all these incentives, those thinking about buying a home next year need to set up a planning schedule and begin sprucing up your house for sale. The first step is to analyze your finances, work on getting as big a down payment as possible, and check that credit score. There may be reports on your score that are wrong or fraudulent, reducing your score and the size of loan. By checking now you’ll avoid problems when you are ready to buy.

And, investigate the MHDC to see if you qualify for more assistance. The Commission administers any number of housing programs, from purchasing a home with a First Place loan, assistance for veterans, buying property in disaster areas and home repair grants. Help is out there for homebuyers to realize property ownership.

IRS Sets New Rules for Tax Credit
The IRS has spelled out guidelines for eligibility for the home buyer credit when co-borrowers purchase a property.

When a home-owning parent of an adult child co-signs for a mortgage and both names appear on the note, the IRS says that under some circumstances, the first-time home buyer can qualify for the whole amount.

The IRS says the parent doesn't qualify for any portion of the credit, but if the child hasn't owned a home during the three years preceding the current purchase and can qualify based on income, he or she can be allocated the entire $8,000 credit.

When unmarried individuals co-purchase a home and only one of them is eligible for the credit, then the full $8,000 can be allocated to the eligible buyer.

Let’s stop Missouri politicians from penalizing homeowners and buyers

Missouri is one of 13 states that does not levy a transfer tax on home sales, and a coalition of property owners, businesses and the Missouri Association of REALTORS™ want to keep it that way.

The group sees transfer taxes as double taxation because Missourians already pay property taxes on real estate. A petition drive and a website have been created to help homeowners and potential buyers reach lawmakers who have the power to levy such a tax.

To place a state constitutional amendment on the November 2010 ballot to prohibit Missouri lawmakers from passing the tax initiative, the group needs more than 157,000 valid signatures. To make voters more aware of this issue, a new website, www.YesToSaveHomes.com is now online to help consumers learn more about the tax, calculate the tax based on the home’s sale price, and get involved.

Here’s the simple and straightforward proposal: “Shall the Missouri Constitution be amended to prevent the state, counties and other political subdivisions from imposing any new tax, including a sales tax, on the sale or transfer of homes or any other real estate?”

As an example, here’s a calculation on a St. Charles County home sale. The home sold for $150,000 and at the St. Charles County taxation rate of 7.0750%, the amount would be an additional $10,612.50.* Jane Mendenhall, president-elect of the Missouri Association of Realtors, believes the transfer tax places undue stress on low-income Missourians who typically spend a larger percentage of income on their home.

Add the mix of Missourians who have lost their jobs, had pay cuts and have been forced to sell their homes or experienced a drop in property values, and the transfer tax just isn’t good for the recovering Missouri economy.

Your holiday cheer doesen't have to go up in smoke

Careful preparations and common sense will make this season a fire-free, happy holiday for your family.

Keeping your family safe during the holidays is top priority so that all can enjoy the lights, the glitter and the sights of the season. Seasonal fires claim more than 400 lives, 1,650 injured and more than $990 million in property damage.

Here are some simple tips that don’t take much time but will make your family fun last.

Make a plan. You should do this anyway, so sit down as a family and discuss who is in charge of what should you have to evacuate the house. Using a floor plan, identify two ways out of each room and agree on a place to meet once you have evacuated. The National Fire Protection Association has a great floor plan to download that you can customize for your home.
Choose a tree. Choose a tree that is fresh and green. Branches should be hard to pull back and the needles will not shed. Test for a sticky trunk and always have the tree lot person make a fresh cut at the bottom of the trunk. Trees are very thirsty.
Water your tree. A tree will absorb as much as a gallon of water or more in the 24 hours after it is cut, and one or more quarts every day after. Maintaining a steady water level prevents the needles from drying out and dropping off and the boughs from drooping. Water will also keep the tree fragrant. Do not allow the water pan to empty or go below the tree base.
Let there be lights. Part of the Christmas tradition is all glitter and lights. Don’t try to skimp by with old, frayed light strings or broken sockets. Should these catch on fire, you’ll be spending more than you could ever believe. LED lights are in now and use 90% less electricity than regular Christmas lights, reducing your impact on the environment. Up front, these lights are more expensive but over a period of years, they more than pay for themselves.
Plug ‘em in. Overloading a wall outlet is not a good idea. Purchase some surge protectors and plug your strands of lights in there first, and the surge protector into the wall. Turn the lights off when you retire for the night.
Candle light. The glow of candle light makes the holiday warm, but candles should be attended at all times and not left burning if you leave the house. Fireplaces are the same, and refrain from burning wrapping paper in the fireplace. Sparks could ignite and fly on to flammable materials.
DO have a wonderful holiday season. With just a few precautions, your family will be safe, happy and warm.

Tax Credit is Extended

Good news all around today–the $8,000 tax credit for first time homebuyers has been extended to June 30, 2010. This action will encourage a robust housing market in the first quarter of 2010 and affect home prices.

The legislation also includes a $6,500 tax credit for people who currently own a home and want to buy up. Qualifications are owning and occupying a home for at least five of the past eight years. Buyers must have a signed contract in hand by April 30 and close by June 30.
And, the income limit has been increased too. The ceiling for single buyer income is now $125,000 and for married couples $225,000. Increasing the income limit will stimulate more purchases of pricier properties.

Merle Schneider, co-owner/broker and vice president of operations for SCHNEIDER Real Estate, is very optimistic about the future of the St. Charles housing market. “These new tax credits will encourage potential buyers who weren’t quite ready to purchase take another look around at properties in St. Charles.

“The first tax credit, which helped more than 400,000 homebuyers, is a success and now gives confidence to more homebuyers. This comes at a great time, ready for the spring 2010 buying and selling season.”

More positive indicators were released this week. Grant Hickman, a real estate expert with SCHNEIDER, notes that existing homes sales are up 9.4% in September, and pending home sales are also up, 6.1% in September. “These findings by the National Association of Realtors are exciting,” he says.

“We are making progress toward recovery. With the tax credit extension, inclusion of current homeowners, and the income increase, more buyers will see what a bargain St. Charles County is. We have a great atmosphere, excellent services and a wide range of housing stock. This week’s government actions will serve our area very well.”

First-time homebuyers are looking at the real possibility of a tax credit extension into 2010

Lawmakers are also considering tax credits for repeat buyers to enhance local economies

With the first-time homebuyer $8,000 tax credit set to expire at the end of November, both the Senate and House of Representatives are busy working through agreements to extend this popular program, and keep in place the loan limit for U.S.-backed mortgages at $729,750 for two years, thereby holding down interest rates.

More than 1.4 million first-time buyers have benefited from the $8,000 tax credit and that incentive helped to increase home sales in St. Charles County by 10.6% this September, compared to a year ago. St. Louis County saw an increase of 5.8% during the same period. The median home price has declined during the same time frame, by 3.4% in St. Charles County and 0.7% in St. Louis County.

To keep the up tick in housing sales going, legislators are trying to extend the tax credit incentive through June of 2010 for homebuyers who have a contract on a house by the end of April. Also proposed is up to $6,500 in tax credits for repeat buyers who have owned their home for at least five years, and an income increase to $125,000 a year for individuals and $225,000 for couples.

The Senate is expected to look at the extended tax credits next week (it’s been bundled with legislation to extend unemployment insurance) and then the House will have it’s chance to pass the legislation.

Without a doubt, the tax credits, decreased interest rates, various home ownership program assistance have helped countless qualified buyers purchase a home, and have provided more jobs for Americans in desperate need of jobs.

No doubt, this has been a rough patch for our citizens, our economy and our state of being. With extended housing incentives, we’ll be that much further to recovery and a positive outlook.

Putting your yard “to bed” in October means less work in the spring

Taking good care of your lawn at the end of the season makes good sense

While it may not be as rewarding up front as planting new spring flowers, getting your lawn and gardens ready for winter will be a real time saver come next year. Here are some tips to help you organize a fall clean-up.

Dead-head perennials. Remove spent annuals after the first frost, but resist the urge to prune perennials to the ground as this can invite insects and fungal infections. Always wait until spring when the first new growth appears before cutting perennials back.

Dig tender plants such as canna lily, dahlia and annual geraniums right after the first frost. Air dry plants and store in a cool dry location for the winter.

Don’t forget to water trees and shrubs, especially evergreens. The general rule is one inch of water per week. So check your rain gauge.

Collect soil samples from several locations in your lawn and around your trees. Have both samples tested. If lawn samples indicate a low pH apply lime now. Fertilize trees if soil samples indicate a deficiency.

If you are planning on reseeding or over seeding your lawn be sure to do it in October.

Cool season grasses benefit from fall applications of fertilizer. Nurserymen recommend three applications during the fall months. Cool season grasses include bluegrass, fescue and rye grass. Warm season grasses include zoysia, buffalo and Bermuda grass.
Broadleaf herbicides can be applied now to control cool season weeds.
For those who garden organically and shy away from herbicides and petroleum based fertilizers, a lush lawn is attainable. Organic fertilizers are available. Bradfield Organics, a local company, produces organic fertilizers specifically designed for lawns. If you choose an organic use a 3-1-5 fertilizer in the fall.
Rake your lawn to help keep it healthy. Your grass can actually be smothered when covered by a deep layer of leaves.

Healthcare, cost of living, recreation and education are high on the list

Where are the most affordable places for the 55+ crowd to retire and own homes? U.S. News & World Report highlighted the top 10 places attractive for seniors to begin a second life. The cities chosen are based on a criteria of median home prices, affordable cost of living, good healthcare resources, and recreational activities.

Another very important factor is the availability of jobs and a low unemployment rate. Seniors aren’t “re-tired”; they still want an active professional life as well.

Let’s look the best affordable places for 55 plus homeowners to retire: Ann Arbor, MI, Ashville, N.C., Aurora, CO, Columbia, S.C., Columbus, OH, Eugene, OR, Fort Worth, TX, Jacksonville, FL, Kansas City, MO, and Tucson, AR.

One common theme for these locations is the presence of a college or university. The cultural, academic and sports opportunities offered by an educational institution do attract seniors who don’t settle for an inactive retirement.

St. Charles County and the St. Louis metro region have many characteristics to attract senior homebuyers too–colleges and universities, healthcare, easy access to cultural events and plenty of sports, both professional and amateur. If you are considering selling your home, what would attract a senior buyer, in addition to the regional amenities?

The good news is 90 percent of the 55+ homebuyers are moving in the same general area or from a different part of the state, according to a survey by conducted by The National Association of Home Builders and the MetLife Mature Market Institute. Smaller, single family homes are preferred by 79 percent of the respondents, and open kitchen/family rooms, a washer and dryer plus lots of storage.

The 55+ age group is tuned into technology. They was special places for computers, advanced security systems, built-in wiring for flat screens and programmable, but easy to use thermostats. Energy efficient appliances are musts for 79 percent of the respondent group while other green concepts include solar heating, a water filtering system and chemical-free building materials.

Keep these tips in mind as you consider selling your home. Remember, every size home has a potential buyer out there.

October planting for spring sale

October is the time to garden for now and for a spring sale
Look to the future when planning your fall garden. Putting in some extra work and planning now will pay off in ready–made spring blooms

Fall is officially here. The nights are cool and the trees are starting to change. There are beautiful flowers that wait to bloom until the temperature drops and the days shorten. Take advantage of this opportunity to add color by planting fall blooming perennials in containers, flower boxes or perennial beds. Containers are the perfect way to extend the growing season and bring color to your entrance. Remember to plant a mix of different species in your container and play with color. Choosing plants with contrasting color and form will stand out from a distance inviting a closer look.

Excellent container plants are chrysanthemums, asters (‘Purple Dome’), pansies, ornamental kale, purple fountain grass and Japanese blood grass. To plant, partially fill your container with potting soil or Styrofoam and insert plants still in their nursery pots. Protect your containers from an early frost by covering or moving them to an unheated garage. This will typically allow you to have beautiful plantings through Thanksgiving. Once the weather turns and an extended period of freezing temperatures is predicted, remove potted plants from their container and place pots in holes in the garden, water well and mulch heavily. Plants can over winter and be planted in a permanent home in the spring or repotted in containers.

Work now to insure a vibrant spring sale
If you want to sell your home next spring, now is the time to get a head start by planting spring flowering bulbs. The more planning you do now, the less work you’ll have come March and April. Pairing bulbs with compatible perennials will keep your beds looking neat even when after your bulbs have bloomed and their foliage have started to droop and yellow. The key is picking bulbs and perennials that require similar growing conditions, such as sunny/dry, moist or shady. Plant the bulbs with their companion perennials so that spreading plants will grow in over the spent bulbs. Suggested combinations:

Sunny/dry locations – pair daffodils, tulip and/or hyacinth with peony, cranesbill or lamb’s ear to cover. You can plant dianthus in front of bulbs/perennial companions.
Moist locations – pair Spanish bluebell, fritillaria and/or quamash with astilbe, cardinal flower or brunnera to cover. Can plant mazus and/or coral bells in front of bulbs/perennial companions.
Shady locations – pair wood hyacinth, windflower or toad lily with hostas, celandine poppy or ferns to cover. Can plant sweet woodruff in front of bulbs/perennial companions.

Don’t have the time or the budget to plant everything at once? Plant the bulbs this fall and fill in with the perennials in the spring. Bulbs need the cold weather in order to bloom so be sure to get them before winter.

Fall is the perfect time to plant new trees and shrubs
Give the new plants time to start acclimating to their new environment during their dormant period before spring and the demands of new growth. Be sure to follow planting instructions carefully. The top of the root ball of a B&B plant should never be below ground level. Water thoroughly and apply 3 inch layer mulch. If you haven’t yet selected a tree/shrub the Missouri Botanical Garden (MOBOT) has excellent online references to help you decide.
Try using Plants of Merit if you are looking for something different that you aren’t likely to see in everyone’s garden. Plants of Merit have all been tested by MOBOT and local horticulturalists and have proven to be reliable performers with excellent plant characteristics but are underutilized in our region.

Spring and summer may be the traditional time to buy and sell homes, but autumn and the beautiful fall palate could be your time for a successful sale.

A previous survey in March 2009 indicated the recession played a major part in selling and buying decisions.

Here are some tips to help you get maximum dollars for an autumn sale.

How your house appears during a drive-by is the first step. Trees have great appeal, especially in the fall with the brilliant red, gold, yellow and green palates showcasing your house. Continue tending to your outside upkeep. Trim back shrubs, remove dead or almost dead annuals and trim dead limbs from trees. Add color with freshly planted annuals like mums, pansies and petunias. Rake leaves, or shovel snow, making a clear path to your home and one that is not fraught with dangers.
Light and bright on the inside is the way to go. Let abundant sun shine in. Consider replacing heavy drapes with lighter ones to show off your house and avoid that gloomy look.
Give your potential buyers that cozy feeling. If you have a fireplace, make sure it’s in working order, and have a nice fire burning. The glow really sets off the richness of hardwood floors and offers the viewer an at-home feel. Temperature control is important too. Not too hot and not too cool.
Decorating is a nice touch, but take it easy on the holiday decorations. Potential buyers are not impressed when they have to work their way through dangling spiders, ghosts, witches and giant turkeys. Prepare you home for the season, certainly, but use some restraint.
Speaking of spiders, wee little critters do come in your house in the fall, and that’s normal. Be vigilant and eliminate cobwebs and insects. Check corners and closets so that a buyer doesn’t have any unpleasant surprises.
Be flexible. The housing market is in the recovery stage, but we’re not at the robust stage. Give serious consideration to your price and negotiable points, such as closing costs and inspections.

The FHA 203(k) loan is perfect for homebuyers who want to rescue foreclosed properties

Rehabbers can combine the loan price and improvement costs in one loan

There are homes out there, just waiting to be “adopted” by a loving family. They may be a bit on the ragged side, down on their luck, but with some tender, loving care, a qualified homebuyer and an FHA 203(k) loan, they’ll be returned to their glory.

We’re talking about foreclosed properties that aren’t in tip top shape, but deserve a chance and are manageable rehabs.

This HUD program, administered through the Federal Housing Administration (FHA), is not a new idea. More than 31 years old, the 203(k) is a loan that includes both the purchase price and the rehab price for a qualified buyer to fix up the place. Because of the amount of foreclosed properties now, this type of loan is very attractive for the buyer who sees value at the end and doesn’t mind rolling up his or her sleeves.

There are two types of 203(k) loans–the full deal for major rehabs and really big projects, and the Streamline 203(k) that tops out the rehab budget at $35,000. This is an excellent way to go for properties that need some sprucing up and energy efficient improvements. It’s amazing how far $35,000 will go to transform a home. Qualifying properties include one to four-family structures.

The loans are granted through FHA lenders. When the purchaser is approved, the down payment will be 3.5%. The potential buyer is responsible for working with an approved contractor and designing a bid for the rehab. The bid must be very detailed, including plans, materials, labor, time frame, which can be no more than six months, and an estimated completion value.

This information is necessary to assemble the package and final loan amount. When the project is approved and closed, the buyer will receive up to half the rehab amount to begin work on the house. The final payout comes after the work has been inspected to make sure it conforms to the original plans.

These loans can be more involved that a conventional loan, so it’s best to work with a SCHNEDIER real estate agent who understands the complexities and can recommend a lending institution that is approved to provide the 203(k) loans.

Just think how satisfied you’ll be to rescue a foreclosed property, make a contribution to improving a neighborhood and take part in the housing market recovery.

You can give foreclosed property a new life and participate in the St. Charles region economic recoveryAnother assistance program designed to help potential buyers enter the housing market is now available from the Missouri Housing Development Corporation (MHDC). Qualified buyers can receive up to $14,999 or 20% of the purchase price on foreclosed property to use for a down payment and closing costs.This incentive will help stabilize and rebuild Missouri neighborhoods. The MHDC received $4.2 million from the Neighborhood Stabilization Program (NPS) to help consumers buy homes.Combine this incentive with the $8,000 tax rebate for first time home buyers and there is no better time to jump into homeownership.Here are the details:
Applicants can be first time home buyers or repeat buyers.
The loan is an FHA 30-year fixed rate at 5.75%.

Homebuyer survey reveals what women (and men) want FREE
It often seems as though men and women are from different planets, but every day millions of couples navigate through day-to-day and even life-altering decisions. Because a home is the biggest purchase most people will make in their lifetime, Coldwell Banker Real Estate LLC surveyed 1,000 individuals to discover how much men and women differ in the home-buying process.

The real estate company engaged a third-party research firm, International Communications Research (ICR), to delve into the innerpsyche of men and women, asking questions such as “How long did it take for you to know that the last home you purchased was right for you?” and “If you found the home of your dreams but had concerns about its security, would you still be interested?” Coldwell Banker Real Estate also surveyed couples on additional topics, such as “Who wears the pants in the relationship?” when it comes to making major financial decisions.
“The results were surprising,” said Diann Patton, the Coldwell Banker consumer real estate expert. “Not only did we uncover some of the inherent differences between men and women, but we also pinpointed a number of ways that the two genders are actually the same. For example, both men and women are increasingly concerned with having a space to work in their homes – something we would not have seen 40 years ago.
“We also found that feeling insecure about a home’s safety is a deal-breaker for most people, regardless of gender,” she added. Patton noted this topic is particularly timely given that many first-time homebuyers are hoping to take advantage of the $8,000 tax credit before it expires on Dec. 1.

Below are some key highlights from the Coldwell Banker Real Estate study:

Women may be inclined to make up their mind more quickly than men …
When asked how long it took before they knew their home was “right” for them, almost 70 percent of women had made up their mind the day they walked into the house, vs. 62 percent of men. Conversely, significantly more men needed two or more visits: (32 percent of men vs. 23 percent of women).

Women would rather live closer to their extended family than to their job …
55 percent of women find it more important to be closer to their extended family (those that do not live in their household) than to their job, compared to only 37 percent of men.

A home’s security is a deal-breaker for both men and women …
64 percent of women said that if they found the home of their dreams but had concerns about its security, they would no longer be interested. More than half of men agreed (51 percent).

Couples say that no one “wears the pants in the relationship” in terms of major financial decisions …
When asked who wears the pants in the relationship (when it comes to major financial decisions, such as purchasing a home), almost 70 percent of respondents living with their significant other said it’s actually mutual. However, 23 percent think that they, themselves, wear the pants in the relationship, not their partner. More men than women said this (26 percent vs. 20 percent, respectively).

Men and women agree on how they would use a spare room, for the most part …
When the respondents were asked how they would use an extra 12-by-12-foot room if it could be anything they wanted, men and women agreed on the top three most popular, and very practical, responses:
Bedroom: 25 percent
Office/study: 15 percent
Family room/den: 11 percent
However, men really do want a “man cave”…
Interestingly, out of the 8 percent who indicated they would turn that spare room into an entertainment center, it was a preponderance of men leading the charge. In fact, four times as many men as women said they would use the extra space for recreation/ entertainment.
In addition to providing background on the survey results, Patton is able to offer tips for couples who are currently going through the process of buying a home. “These results further validate how critical it is for couples to recognize each other’s differences and work together, from deciding a neighborhood to how to use a spare room,” she said. “Online tools and the expertise of a real estate professional can be particularly helpful for couples, especially if they work together step-by-step along the way.”

Third Quarter off to an Excellent Start!

Real Estate Sales in August have really picked up at our office. It seems that buyers are getting serious about taking advantage of the $8,000 tax credit before it's too late. A first time home buyer is one that hasn't owned a home in the last three years. When they buy, then the seller's are able to move up and the market it robust. I have a high end listing that was not producing any showings, I've had 4 this week and a few last week- YES! A mid range villa that was also experiencing no showings also had two this week. More showings on listings is always a good sign.

One thing I've noticed that is still distressing is that buyers are coming in with low ball offers. There are so many distressed properties on the market they are under the false assumption that sellers are willing to take a hit, more than they already are with the current market value. It was encouraging to see the following reports this week:

Single-Family Homes and CondosSingle-family home sales increased 6.5 percent to a seasonally adjusted annual rate of 4.61 million in July from a pace of 4.33 million in June, and are 5.0 percent higher than the 4.39 million-unit level in July 2008. The median existing single-family home price was $178,300 in July, which is 14.6 percent below a year ago.Existing condominium and co-op sales jumped 12.5 percent to a seasonally adjusted annual rate of 630,000 units in July from 560,000 in June, and are 5.9 percent above the 595,000-unit level a year ago. The median existing condo price was $178,800 in July, down 18.9 percent from July 2008.By Region:

The Northeast surged 13.4 percent to an annual pace of 930,000 in July, and are 3.3 percent higher than July 2008. The median price in the Northeast was $236,700, down 15.0 percent from a year ago.

Existing-home sales in the Midwest jumped 10.9 percent in July to a level of 1.22 million and are 8.0 percent above a year ago. The median price in the Midwest was $157,200, which is 5.9 percent less than July 2008.

In the South, existing-home sales rose 7.1 percent to an annual pace of 1.95 million in July and are 5.4 percent higher than July 2008. The median price in the South was $164,500, down 7.1 percent from a year ago.

Existing-home sales in the West slipped 1.7 percent to an annual rate of 1.13 million in July, but are 1.8 percent above a year ago. The median price in the West was $202,300, which is 28.0 percent below July 2008. Source: NAR

Things are Picking Up in St Charles, MO Real Estate

It feels a little like the good ole days of Real Estate; I personally listed a villa in St Charles in June and sold it in less than two weeks and recently listed a split level home in St Peters and sold it in 8 days! I was in the office Saturday and three of our agents were busy writing contracts. One agent wrote three contracts for buyers, another two. Our office stats for July sales were up and August looks to double July. I think the first time home buyers are finally getting off the fence and getting the message- TIME IS RUNNING OUT on the $8,000 Tax Credit. All homes must close by November 30th to qualify. Sellers are beginning to realize to sell quickly they must have the three key ingredients to sell:

Price : Listen to your realtor- don't price high and miss all those potential buyers the first 30 days
Condition: Spruce up with paint if needed, get rid of clutter, make a good first impression
Location: Can't control this or the Market Conditions So make sure to give yourself the competitive edge with price and condition.

$1,000 closing cost incentive offered for new home sales in St. Charles County

ST. CHARLES COUNTY, MO --- In an effort to bolster the American dream in St. Charles County, first-time home buyers and new residents planning to buy a newly constructed home could receive $1,000 in closing cost assistance through a limited incentive program offered by HOME St. Charles, a non-profit subsidiary of the Economic Development Center (EDC) of St. Charles County.

Known as the “Welcome Home Incentive Program,” this local initiative offers $500 from HOME St. Charles to qualifying new home purchasers if their banker, builder, or mortgage broker will provide a $500 match. Officials said they currently have funding to issue 20 incentive awards.
“As part of our broader economic solutions campaign, the Welcome Home Incentive Program is designed to help attract new residents, sell new homes, and impact local jobs in St. Charles County,” said EDC President Greg Prestemon. “We also hope this effort will serve as a challenge to other community groups, businesses, and organizations to encourage them to consider how they can refocus resources and programs to have an immediate and positive impact on the local economy.”

Some of the stipulations to qualify for the Welcome Home Incentive Program include:

Must be a first-time homebuyer or new resident moving to St. Charles County
Must have a $500 match from the builder, banker, or mortgage broker
Must be a newly constructed single family home or previously unoccupied new single family home
Purchase price cannot exceed $267,000
Only home purchase contracts signed on or after July 1, 2009 will be considered

Officials said they also plan to make an effort to award the incentive to a wide variety of subdivisions and communities throughout St. Charles County.

The saying goes “Home is where the hearth is” and it looks like an increasing number of homebuyers will have their very own hearth soon. We gage confidence by the number of satisfied homebuyers who now have their very own place to feel secure, comfortable and to grow. We gage confidence by the number of home sellers who are able to sell their properties at a reasonable price and feel secure moving on to the next chapter of their lives.

But just to add numbers to our “people quotient,” the latest reports show existing home sales rose for the third consecutive month, up 3.6 percent from June to July, and prices declined less in June, according to the National Association of Realtors. The median existing single home price came in at $181,600. First-time buyers are making their mark–they rang up 29 percent of the sales and helped to increase buyer visits by 12 percent from a year ago. New home starts and permits are up too, a gain of 3.6 percent in overall starts and an 8.7 percent increase in permits.

Certainly the $8,000 first-time homebuyer tax credit has helped the housing market begin its recovery, and there are a number of other incentives out there that will help buyers feel more confident. In the St. Charles region the Economic Development Center of St. Charles County offers, through its subsidiary program HOME St. Charles, a “Welcome Home Incentive Program” to help buyers with closing costs associated with the purchase of a newly constructed single family home. This incentive is for first-time buyers or new residents moving into St. Charles County.

The initiative offers $500 to qualifying buyers who have a $500 match from the builder, banker or mortgage broker. Lake Saint Louis is one of the BEST places to live in America!

Congratulations to the residents of Lake St. Louis! The community placed ninth in the top 10 places to live in Money magazine’s annual listing of the best 100 places. SCHNEIDER Realtors’ own Jane Nicoletti can testify first hand–she’s lived there for more than 20 years and loves Lake Saint Louis.

It’s hard to believe that we are into the second half of 2009. What a year it’s been for the Real Estate Industry! Our area is experiencing an increase in sales and recently was named as number 8 on a list of the Top 10 cities of opportunity by Forbes Magazine:

“Best Cities for Finding Opportunity Where are the best cities to live in the United States if you want to work hard and get ahead? Forbes magazine examined the nation’s 40 largest metropolitan statistical areas and based on the number of Forbes' 400 best big companies and 200 best small companies that are headquartered in each, it identified what it considered places with the most opportunity. The magazine says it took this route because the best big companies provide opportunities for those who seek to be employees, and the rate of success of small businesses indicates how the area treats entrepreneurs.”

We have been fortunate to be in the conservative Mid-West, faring better than most US cities not only when it comes to opportunity but also home values.

One of the results of the Stimulus Package was the $8,000 Tax Credit offered to first time home buyer (those not owning a home in the last 3 years).Recently this tax credit was amended to allow the buyer to use the money for closing costs or to add additional down payment (in addition to the required 3.5% minimum down). This has really helped to stimulate sales. To take advantage of this gift a home buyer must act NOW. A home purchase must close by Nov. 30th to qualify; the home buying process has been lengthened by the careful underwriting of a loan and appraisal changes. A serious buyer should be viewing homes now and get under contract no later than September to allow time for any delays in the process. If you’ve been sitting on the fence (or know someone who has) now is the time to jump down! Interest rates are still at record lows, there is lots of inventory to choose from and home prices are lower than they have been in years. Some how I just can't feel sorry for them, how about you?????

Anybody having trouble selling their home should take comfort in the fact that even celebrities are having the same problem. Here are some celebs who can't seem to sell their houses:
Jon and Kate Gosselin, co-stars of the popular TLC show "Jon & Kate Plus 8," have been trying for three months to sell their former home in Elizabethtown, Pa.
Rapper 50 Cent has given up selling his mansion in Farmington, Conn., after dropping the price from $18.5 million to $14 million.
Richard Gere and wife Carey Lowell have dropped the price on their home in New York's Hamptons from $8.8 million to $7.2 million.
Model Elle Macpherson cut the price of her London Victorian from $9.5 million to $8.5 million, and has since dropped it to $7.5 million.
Star of "Real Housewives of Orange County" on BRAVO TV Jeana Keough, also a real estate practitioner, is facing foreclosure.

Best Cities for Finding Opportunity Where are the best cities to live in the United States if you want to work hard and get ahead? Forbes magazine examined the nation’s 40 largest metropolitan statistical areas and based on the number of Forbes' 400 best big companies and 200 best small companies that are headquartered in each, it identified what it considered places with the most opportunity. The magazine says it took this route because the best big companies provide opportunities for those who seek to be employees, and the rate of success of small businesses indicates how the area treats entrepreneurs. Pending home sales indicated much stronger activity, but some contracts are falling through from faulty valuations that keep buyers from getting a loan.”Total housing inventory at the end of May fell 3.5 percent to 3.80 million existing homes available for sale, which represents a 9.6-month supply at the current sales pace, down from a 10.1-month supply in April.Yun says the appraisal problem is serious. “Lenders are using appraisers who may not be familiar with a neighborhood, or who compare traditional homes with distressed and discounted sales,” he says. “In the past month, stories of appraisal problems have been snowballing from across the country with many contracts falling through at the last moment. There is danger of a delayed housing market recovery and a further rise in foreclosures if the appraisal problems are not quickly corrected.”

NAR: Existing-Home Sale Continue to Rise Sales of existing homes showed another gain in May, benefiting from favorable affordability conditions and a first-time buyer tax credit, according to the NATIONAL ASSOCIATION OF REALTORS ®. May’s increase was the first back-to-back monthly gain since September 2005.Existing-home sales – including single-family, townhomes, condominiums and co-ops – rose 2.4 percent to a seasonally adjusted annual rate of 4.77 million units in May from a downwardly revised level of 4.66 million units in April. Sales remained 3.6 percent below the 4.95 million-unit pace in May 2008.Lawrence Yun, NAR chief economist, expected an improvement in sales. “Historically low mortgage interest rates clearly drew buyers into the market, and housing remains very affordable even with a recent uptick in rates,” Yun says. “First-time buyers also are being drawn off the sidelines by the $8,000 tax credit, which is helping to absorb inventory.

The women are a few of many who are making a single mom's dream come true. The SCHNEIDER Diva's will be helping to dry wall and Continental Title is providing lunch for the crew. When times are tough, people tend to look inward for sustenance and stability. Your backyard would be a good place to look also. Home gardening is the trend now, with gardeners hoping to save money and connect with their own personal world through growing their own vegetables.During World War II, Americans planted victory gardens to cope with food shortages. In 1943, 20 million gardens were planted and those gardens reportedly produced 8 million tons of food.Just as then, Americans are now concerned about saving money. Can you reduce your grocery bills by planting your own victory garden? Yes but the trick here is to keep those garden start-up costs low. If you are going for raised bed gardening, by the time you get the lumber and compost, the costs could range up to $80, but that’s a one-time cost and next year you’re good to go with the same setup.Tilling up a patch of land, or incorporating your vegetables into the existing landscape is less costly. You can further reduce your costs by ditching those chemical fertilizers and insecticides. You really don’t need them, and there are many easy, homemade insecticides that will get the job done.Seed companies estimate that business is up 20% this year, which points to much more interest in home gardening. By this time though, you’re better off investing in seedlings, like tomatoes, peppers, onions, zucchini, squash, cucumbers, carrots, lettuce and herbs.Missouri State Extension horticulturist David Trinklein says as little as $50 invested in plants and supplies can yield as much as $1,200 in vegetables. Fairly good gardeners can achieve 10 to 15 pounds of tomatoes per plant while a simple garden with a variety of vegetables can fill a family’s salad bowl for about six weeks. Gardening also brings health benefits. Home gardeners who are exposed to nature have better mental health, are more physically fit and eat healthier foods.Ideally, your home garden will be a family affair. Everyone pitches in and not just one family member is out there hoeing away. A pizza garden is a great way to get the kids involved. Plant peppers, onions, tomatoes, parsley, basil and oregano in a circle to resemble a pizza, or rows will do just fine too. Sprinkle marigolds in the pizza garden to represent cheese and watch how much more interested your kids will be in gardening.Saving money with a home garden is a reasonable goal, but eating good, clean food at the dinner table after a pleasant evening digging in the dirt is what will really make gardening an important part of your life.
